Org. Setting and Reporting
The position is within the Liquidation Team of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent leads the fire safety operations and maintenance of fire prevention and response for the two liquidation sites; supervises the fire safety units and manages them in all aspects; prepares/creates training material, lessons and conducts specialized trainings for firefighters , including trainings on fire engines, technical rescue, firefighting techniques, tactics etc.; updates premises site plans for resized liquidation sites, updates premises evacuation plans and conduct evacuation drills; conducts regular fire and safety inspections in the mission facilities, to report all shortcomings and make recommendations to bring the facilities to international fire and safety standards; conducts fire prevention seminars for UN staff; and performs all types of duties related to the fire service as required.

Responsibilities
Within delegated authority, the Fire Safety Officer, FS-6 will be responsible for the following duties: • Assists the PSA/CSO in the establishment and planning process of and for a structural fire service including mobile elements as required for the liquidation sites. • Leads the Fire Safety Operations and supervises teams in both Liquidation Sites. • Establishes and maintains productive liaison with authorities of host government fire, disaster relief and emergency services. • Ensures the establishment and effective management of a 24/7 Fire response teams capable of controlling fire incidents, HAZMAT spills, car accidents and other emergency situations. • Drafts the Fire Safety Plan and Emergency Evacuation Plan for both sites; coordinates and supervises drills and training sessions. • Provides supervision, monitoring and coordination in accordance with the Fire Safety Plan and Emergency Evacuation Plan. • Ensures the coordination of fire safety issues with facilities mission’s personnel, host country authorities and organization management. • Conducts and/or coordinates professional fire safety risk assessments and fire safety inspections; reports all shortcomings and supervises the timely rectification of such. • Conducts technical assessments/evaluations of Fire Detection and Alarm Systems. (FDAS) • Maintains sufficient stock of equipment and devices, including FDAS and Personal Protective Equipment (PPE) such as: protective clothing, self-contained breathing apparatuses (SCBA incl. filling compressors and testing devices), fire extinguishers, hoses and nozzles, portable, immobile, and fixed pumps, rescue equipment, etc., as well as fire service vehicles and provides for the maintenance of their continuous full state of readiness. • Maintains static installations and systems such as: FDAS standpipes, water supply, hydrant systems, extinguishing systems, spill basins, construction components (for fire partition), lightning protection, explosion proof installations, smoke extraction systems, public address systems, etc. and drafts technical specifications thereof. • Establishes, maintains, and supervises a functional Fire Warden System. • Conducts fire safety awareness briefings and training for mission’s staff and other UN personnel. • Conducts fire prevention, suppression, and rescue training for unit’s personnel as part of the Fire Safety Plan. • Plans and supervises facility evacuation / fire drill rehearsals at least twice a year. • Actively leads fire/emergency intervention activities. • Coordinates and conducts specialized (advanced) training on fire safety. • Supervises inspection and maintenance of all systems, installations, and devices within the area of responsibility. • Performs other fire safety and/or emergency response related duties as directed.

Education
• High school diploma or equivalent technical or vocational certificate is required.

Job - Specific Qualification
• Certification in (or equivalent to) fire prevention/mitigation, fire suppression, fire protection, fire service leadership, fire safety inspection/assessment, rescue operations, hazardous materials (advanced) and use and maintenance of breathing apparatus are required. • Certificate for training skills in fire safety including self-contained breathing apparatuses is required. • Fire Safety Risk Assessments is required. • UNSMS Security Policy Manual and Security Management Operations Manual on Fire Safety is required. • Drafting and Implementation of Fire Safety Plans is desirable.
 
Work Experience
• A minimum of ten (10) years of experience with high school diploma or equivalent technical or vocational certificate (or five (5) years with a first-level university degree) of progressively responsible experience in a public fire safety service is required; of which a minimum of two (2) years of progressively responsible experience is in a fire safety supervisory position, and a minimum of five (5) years of progressively responsible experience is in a fire safety managerial position, such as or equivalent to fire safety inspector, fire chief or incident commander. • A minimum of five (5) years of experience in (fire safety operations for UN missions) is required. • Prior experience in fire safety operations in Mali is desirable.

Languages
• English and French are the working languages of the UN secretariat. For the position advertised, fluency in English and French (both oral and written) is required. • A working knowledge of French is desirable.
