1.Context
DRC opère en Afrique de l’Ouest depuis 1998, et au Niger depuis 2014 avec un programme transfrontalier de Gestion et Sécurité au Liptako Gourma dans le but de réduire la violence armée dans la région de Tillabéri. Depuis 2015, DRC met en œuvre à Diffa un programme de mécanisme de réponse rapide (MRR), avec une assistance en abris, biens non-alimentaires et la protection ; d’appui à la sécurité alimentaire par le biais de distributions générales de vivres ; et d’appui en recouvrement économique. Depuis 2018, DRC a étendu son programme MRR à la région de Tillabéri et y implémente un programme d’accès humanitaire et de protection. En 2019, DRC a commencé à travailler aussi dans la région de Maradi, avec des assistances de protection pour les réfugiés et déplacés.
Dans ce cadre nous recherchons un/e collaborateur/trice expérimenté/e, capable d’intervenir aux niveaux stratégique et opérationnel afin d’assurer l’accès humanitaire aux programmes de DRC au Niger et la gestion des risques pour la sécurité du personnel et des biens de DRC.
2. Objectif
Le Coordinateur Accès Humanitaire et Sûreté (CAHS) est responsable de développer, d’appuyer la mise en œuvre et de contrôler le respect du système de gestion des risques de sécurité (SRM) pour assurer la protection du personnel et des biens de DRC au Niger. Il se penchera aussi sur les défis liés à l'accès humanitaire, tout en soutenant la Coordination et les Chefs de Base dans l'amélioration de l'accès et de l'acceptation dans tous les domaines d'intervention. En tant que membre de l’Equipe de Gestion Pays, le/la CAHS fournira des analyses des risques et des tendances d’accès et de la sécurité dans les zones d’intervention de DRC au Niger, et veillera à ce que les risques sécuritaires liés aux décisions prises par la Coordination soient identifiés et mitigés.
3. Tâches et Responsabilités
I. Superviser le développement et la mise en œuvre du Système de Gestion des Risques Sûreté (SRMS), y compris :Appuyer l'élaboration et l’actualisation régulière des éléments du SRMS spécifiques aux zones d’intervention de DRC : Evaluations (contexte, programmes, menaces, risques sûreté/SRA, sites), SLS (Niveau de Risque), PAB (Briefing Pré-Arrivée), MOSS (Standards Minimum Sûreté d’Opération), SIP (Plan d’Amélioration Sûreté), LSR (Normes Locales de Sûreté), SOPs (Protocoles/procédures opérationnels sûreté), CIMP (Plan de Contingence) entre autres,
Elaborer, diffuser et garder à jour tous ces documents dans les délais établis par le calendrier du SRMS en fonction du SLS
Ensure quality control of SRMS elements in DRC bases and sub-bases in Niger (inclusive MOSS and SIP)
Produce a regular report (weekly or bi-monthly) covering the evolution of the security and humanitarian access context in the DRC intervention areas in Niger and formulate relevant recommendations.
Provide ad hoc analyzes, statistics and reports on the main developments in the country, at the request of the DP or the Regional Health Coordinator (RSC)
Produce a monthly report on the evolution of the context, the mission and the action plan of the Security and Country Access Unit
Ensure strategic monitoring of developments specific to the DRC intervention area;
Supervise the assessment of security levels and provide recommendations to the DP for approval
Advise Base Heads and other internal stakeholders on safety and security management strategies
Support the implementation of security management plans and other related functions; and assist in the implementation of staff training plans, including the provision and prioritization of training modules;
Develop a security budget (based on SIPs)

Work in collaboration with the program teams to ensure that actions undertaken in the field promote the acceptance of DRC, while ensuring compliance with security rules and procedures;
Build a network with all stakeholders and coordinate the development of a strategy to improve DRC acceptance in the field with other departments and internal actors (DP, AM, Programs, Support etc.) ;
Work in collaboration with the humanitarian access manager of the RECOLG project to harmonize DRC's access strategies in Niger
Keep a record of developments related to access and humanitarian space and draw from analyzes and prognoses and ensure the systematic drafting of incident reports if necessary. Include humanitarian access dynamics in its regular reports
Provide safety advice on program development and implementation, including field assessments. Actively contribute to the drafting of project proposals with a detailed analysis of the possibilities of operating in difficult-to-access areas and associated costs
Identify potential scenarios, change indicators and key decision points at micro, meso and macro level.

Support the DP and coordinate the practical management of serious incidents
Develop and keep up to date the Convergence Plan (medical emergency, hibernation, relocation, evacuation etc.)
Develop / strengthen the serious incident management plan at the country level;
Develop / strengthen the emergency management plan and health crisis (eg COVID-19) in the country
Ensure that timely and accurate incident reports (SIRs) are submitted within 48 hours of the incident and that the corrective / mitigation measures identified are implemented
V. Autre :
Support the DP and coordinate the practical management of serious incidents
Develop and keep up to date the Convergence Plan (medical emergency, hibernation, relocation, evacuation etc.)
