Many people in South Sudan have unmet justice needs countrywide for both everyday disputes and severe abuses. After decades of war, the country was left with a barely functioning justice and policing system, and institutions are unable to provide the coverage, accessibility and effectiveness of services people require. Where they are delivered, services are unequal, untimely and outcomes are often unfair. Despite security improvements, crime rates are high, SGBV remains prevalent; and human rights violations are regularly reported. The delays to implement the R-ARCSS widens the justice gap and human rights deficit, as the review of essential laws, security concerns, as well as conflict-related abuses of the past and root causes of conflict remain unaddressed in the absence of transitional justice, accountability, reconciliation, healing and other constitutional and security sector reforms.

UNDP’s Access to Justice, Security and Human Rights Program supports the Judiciary of South Sudan; the Ministry of Justice; and the Ministry of Interior, including the South Sudan National Police Service and the National Prisons Service of South Sudan, the Law Reform Commission and the South Sudan Human Rights Commission to provide to increase access to justice, strengthen security and promote human rights in South Sudan as enablers for sustaining peace and development. Using a sector wide approach, UNDP provides support to the priorities of the rule of law institutions as articulated in their institutional strategic and or action plans, as well as promoting access to justice and safety by these institutions with community and civil society initiatives. Additionally, the Program accompanies the government to implement its rule of law related commitment in the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, 2018.

The programme has prioritized support to strengthening the security sector and law enforcement in South Sudan. It seeks to improve the technical and functional skills of justice actors, increase access to justice, improve community security and strengthen human rights. As a member of the Access to Justice, Security and Human Rights program, the Security Sector/Law Enforcement Officer will focus on ensuring effective and tailored support towards these efforts through the provision of technical advice and implementation of projects to support the capacity building of security sector and law enforcement institutions, promotion of people centered justice measures and making linkages with interventions to improve access to justice.

Duties And Responsibilities

Within the delegated authority and under the supervision of Chief Technical Advisor and Programme Manager for Access to Justice and Rule of Law, or his/her designated mandated representative(s), the Security Sector/ Law Enforcement Officer will perform the following tasks:

Provision Of Advice And Technical Support

Advise the national and Central Equatoria state security leadership, Police Commissioners and Prisons Directors and their senior management team on strategic approaches to issues related to security services, police and prisons;
Advise the state security leadership, Police Commissioner and Prisons Director and their staff on policies, strategies, systems, methods of management and training needs;
Liaise with the Chief Technical Advisor and other UNDP project partners to provide overall technical guidance on matters of government policy on security, policing, law enforcement and prison management;
Support security institutions to put in place laws, policies, strategies and systems for effective security, policing and law enforcement in line with democratic principles;
Collect and issue updates on activities in the security, policing and law enforcement area including changes in legislation and national or regional strategies or action plans.


Capacity Building Of National And State Level Stakeholders

Support national and Central Equatoria security institutions to develop and implement policies, long term strategies, systems and action plans for the establishment of effective Police and Prisons services in the states including organizational structure, compilation of crime statistics, inmate statistics, early warning mechanisms;
Support the development and practice of alternative and modern methods of policing in line with democratic principles including people centered community security;
Develop and implement capacity building strategies to meet the training needs of the state Police and Prisons senior management teams, and rank and file;
Support Civil Society and community groups to develop skills to actively engage in community policing and community security, including planning and implementing joint activities;
Promote skills for mainstreaming gender, respect for human rights and support to vulnerable groups into reform priorities of and service delivery by security institutions, police and prisons;
Coordinate and manage implementation of capacity building support to security institutions including the Police, Prisons departments and local security actors;
Identify and support initiatives for addressing the concerns of vulnerable groups such as women and children and provide basic legal aid services;
Organize and/or conduct human rights and rule of law trainings;
Link capacity-building activities with infrastructure development conducted under the project to maximize their utility.


Support To Program Planning And Implementation

Provide substantial inputs to planning, implementation and monitoring of the Access to Justice, Security and Human Rights strengthening Programme and other Security Sector and Policing projects, including drafting of relevant project documents including memos, briefs, talking points, meeting debriefs, minutes;
Develop detailed work plans regarding the community security and gender mainstreaming pillars of the programme, in the areas of law enforcement, policing and prison initiatives, and provide inputs to develop the consolidated project work plans;
Support development of ToRs for Small Grants, oversee the work of beneficiaries of Small Grants Facility, and ensure quality of outputs in keeping with grants applications;
Implement project work plans and supervise project activities as and when required;
Submit quarterly analytical reports and provide inputs into other reporting requirements to the donor and M&E activities related to the community security, prisons based vocational training etc to the Programme Manager, on work done and further prospects as decided by the project;
Support project management to develop necessary documentation (concept notes, briefs, and fundraising notes) to operationalize and steer programmatic initiatives and activities.


Facilitation Of The Strategic Partnerships

Develop strong working relationships with all local stakeholders and between the national and state security institutions, Police and Prisons team and the justice actors, other relevant government agencies, CSOs and international partners;
Liaise with partners and facilitate communication on Program-related activities including organizing joint thematic learning and networking events on community security and prison management topics;
Develop and maintain close working relationships with local civil society and community groups to facilitate project implementation, as well as identify issues, risks, priorities, and opportunities that support effective project implementation;
Collaborate closely and work in an integrated manner with UNPOL and other UNMISS sections; liaise with and establish strong working relationships with other UN agencies and international organizations to promote a coordinated approach to the development and implementation of security, law enforcement and prisons programs.


Knowledge Management And Communication Of Results

Collect Program monitoring data on a regular basis and issue updates on activities in the rule of law area including changes in legislation and national or regional strategies or action plans;
Monitor the key interventions of the Program on security particularly for vulnerable groups such as IDPs, children, the elderly, and survivors of SGBV;
Monitor and report on community security and prisons management issues locally justice, and identify emerging trends using program mapping and other available data;
Communicate results based on corporate principles of gender-responsive communications and non-discriminatory language.


Institutional Arrangement

Within the delegated authority and under the supervision of Chief Technical Advisor for Rule of Law and Program Manager, the Security Sector/Law Enforcement Officer will focus on ensuring effective and tailored support towards these efforts through the provision of technical advice and implementation of projects to support the capacity building of justice and human rights mechanisms and promotion of inclusive and people centered approaches.

Education
Required Skills and Experience

Advanced university degree (master's degree or equivalent) in law, security management or international relations; or related field;
A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.


Experience

Up to 2 years (with master’s degree) or 2 years (with bachelor’s degree) of relevant experience at the national or international level in planning, developing, managing and monitoring legal, security reforms, police and prisons management;
High-level planning, facilitation, communication and capacity development skills with a demonstrated ability to transfer knowledge and skills in a complex institutional environment;
Experience of working in conflict/post-conflict settings;
Demonstrated experience in coordinating with and reporting on the work of diverse teams and financial resources at international level;
Excellent oral and written skills; excellent drafting, formulation, reporting skills;
Accuracy and professionalism in document production and editing;
Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
