Medical Training Manager / HSE Lead - Iraq

Description
The ideal start date for the role is 13 December 2023 to complete a 5-day handover and start their first 6 week rotation on 19 December 2023.

The Medical Training Manager (MTM) is responsible for the continued development & implementation of project medical training strategies, plans & processes to ensure compliance with the contract Scope of Work (SoW).

Leads on capability and development, ensuring that all personnel meet the required operational and training standards to remain compliant with international medical procedures/standards.

Manages and implements the Control Risks Management System and project HSE Plan, ensuring that the contract aligns with client HSE expectations and performance requirements.

The MTM will work rotational pattern, 6 weeks in country and 6 weeks at home.

Tasks and responsibilities


Medical 
Develop and deliver medical training courses to support operational SOPs and offer instructional design support to longer-term professional development and capacity building initiatives.
Organise and oversee the medical induction and continuation training of employees.
Ensure all personnel maintain medical compliance in line with industry best practice and the contract SoW.
Conduct audit and compliancy exercises to ensure Quality Assurance and Quality Control (QAQC) of all services across the project.
Support PSM with the management and implementation of the medical emergency procedures, i.e. full knowledge of current medical evacuation procedures, locations of the nearest medical emergency facilities, emergency telephone numbers, contact details of such facilities and the dissemination of this information to the contract APT teams.
Administer lifesaving first aid in the event of an emergency.
Liaise with the clients Health Manager on all aspects of medical training and response.
Maintain clients medical / HSE training documentation, management trackers and employee compliance documentation.
Maintain medical related equipment ensuring it is serviceable, in date and issued in accordance with client SoW.

HSE Responsibilities
Lead and primary focal point on all contract related HSE policies and procedures.
Deliver HSE training programmes to all personnel in line with the project / client training and competency matrix. e.g. Golden Rules, hazard and risk management, etc.
Issue and monitor delivery of toolbox talks, client safety alerts and team briefs.
Manage and implement methods to provide demonstrable assurance to the PSM that:Project development is in compliance with mandatory company HSE requirements and UK regulations
HSE risks and hazards are identified, measures are implemented to mitigate them where possible and are demonstrated to be ALARSupport incident investigations for project related incidents and participate in appropriate root cause analysis.

Managerial Responsibilities
Compile and provide data, oral and written reports for management purposes including for senior management, client audits, weekly report, and others required.
Stay abreast of trends and good practices in training and Health and Safety, e-learning, personal and professional development.
Support client Security Chief Training Officer (SCTO) / clients HSE with the technical development and delivery of clients training courses.
Other training and Health and Safety related activities as directed by client.

Requirements

Essential6 years cumulative medical service within military/police or medical services.
2 years previous experience of working in Iraq for a MOI registered PSC.
2 years proven training management experience, preferably from within a military/police/medical training establishment in this role.

DesiredE

xperienced in the design and delivery of training, with a thorough understanding of the principles of a Systems Approach to Training (SAT) methodology.
Ability to conduct Training Needs Analysis (TNA) to meet current and emerging requirements.
Knowledge and exposure to Oil and Gas sector operations.
Demonstrates leading behaviours in HSE management

Qualifications and specialist skills

Essential

Native English Speaker.
Must have in date accredited medical and training qualifications.
The minimum requirement is for a Regimental/Combat Medical Technician 1 (with HSE Offshore Medic qualification) or above (HCPC Registered Paramedic) or equivalent qualification.
Internationally accredited training qualifications to deliver and assess training - The minimum requirement is Level 3 Award in Education and Training or International Equivalent.

Preferred
NEBOSH general certificate or equivalent
