Project Summary:
USAID/Lebanon has recently awarded RTI a $97 million USD, five-year Cooperative Agreement to build on nearly a decade of investments in the education system under Quality Instruction Towards Access and Basic Education (QITABI) 1 and 2. The purpose of QITABI 3 is to further strengthen education service government systems to yield student learning improvements across all of Lebanon’s public schools (first and second shifts) and in select low cost private schools that are vulnerable and economically disadvantaged. The activity will target an estimated 350,000 girls and boys in over a thousand of Lebanon’s public schools and vulnerable, economically disadvantaged low-cost private schools and will support the education system’s overall capacity to plan, budget, deliver, monitor, evaluate and institutionalize quality educational services by providing in-depth technical assistance to the Center for Educational Research and Development (CERD) and the Ministry of Education and Higher Education (MEHE).
Position Summary:
RTI is seeking a Security Manager in Lebanon, working closely with RTI’s Global Security Team to ensure all appropriate security measures are implemented based on context and implementation needs. The Security Manager will be responsible for performing a variety of duties to ensure the security of staff, assets, buildings and grounds. They will lead, manage and implement a response to emergency situations as necessary.

Supervisor: Senior Finance and Operations Director
Responsibilities
Responsibilities include, but are not limited to:Develop and maintain project security program in alignment with RTI’s security manual.
Stay up to date on security matters in Lebanon and the region using local and other networks and reporting channels to generate a daily security report for circulation to the team.
Register with and maintain active membership and participation with Overseas Security Advisory Council and other relevant organizations.
Provide regular reporting to project leadership on the security environment and provide guidance to staff and visitors on security protocols in line with RTI policies and procedures.
Lead security training for all project staff.
Work closely with logistics and the Regional Security Manager and coordinate security for special events.
Investigate any instances of theft or unlawful entry and complete adverse event reports in a timely manner and in line with RTI protocols.
Maintain responsibility for the security of project offices and sites.
Manage and oversee field travel using Journey Management planning tools and tracking systems.
Other duties as assigned by the Sr. Finance and Operations Director and Regional Security Director.
Qualifications
Qualifications and Skills:Bachelor's Degree and 5 years of experience, and CSMP (Certified Security Project Manager) or CPP (Certified Protection Professional) preferred.
5 years of experience designing and successfully implementing security strategies and assisting with security for events.
Experience in managing security support for both static and field teams in a high-risk environment.
