Project Context:

The objective of USAID's Good Governance Activity (GGA) is to improve the financial management of public resources in order to increase transparency, accountability and availability of local resources for the development of the Democratic Republic of Congo (DRC). GGA will focus on the institutional conditions that foster corruption by improving public financial management at the provincial and local levels. As part of the pilot component of the Anti-Corruption Response Fund (ACRF), GGA will also focus on improving transparency and accountability in the management of public finances of mineral resources and align this approach with the Mission's inter-agency priorities in the fight against corruption in the mining sector.

Job Brief :

Given the challenging security environment characterized by various risks, including crime, terrorism, kidnappings, armed violence and natural disasters, DAI recognizes the very real risks for all team members. As a security protocol, DAI uses community acceptance and, where possible, a discreet and flexible risk approach to mitigate identified security risks and facilitate project implementation. In consultation with DAI Global Security, the Chief Security Officer will draft and oversee a project security solution, including risk assessments, project security and continuity plans, design of physical security components, security training, and provision of information reporting. This post will cover security issues in the 4 provinces where the project is implemented: Haut-Katanga, Haut-Uele, Lualaba and Tshopo.

The Chief Security Officer ensures that the security component serves as a catalyst for the project by prioritizing the safety and security of personnel and the protection of assets. Effective communication and reporting with the Project Manager, Regional Director of Security and DAI headquarters ensures that the project develops a safety culture and that operations are conducted in a manner consistent with DAI's safety. Coordination with security agencies, INGOs security networks and other professional security networks such as the Foreign Security Advisory Council (OSAC) will be another responsibility, as well as monitoring, quality control and assurance of outsourced static and mobile security services.

RESPONSIBILITIES

Develop and maintain project security plans, ensuring compliance with DAI's crisis and incident management response procedures. Provide training to project managers and other project staff with security responsibilities. Collaborate with all project staff to ensure strict adherence to required security policies and plans, fostering a comprehensive understanding of dynamic security issues and considerations in the geographic areas of the program. Ensure that DAI Global Security is informed of all incidents and that incidents are reported to the client through the POC and other designated project contacts. Conduct research to identify emerging threats and risks, and develop threat/vulnerability analysis to improve preparedness, avoidance, response and evacuation plans. Provide regular verbal security updates to DAI Global Security and project management, ensuring they are informed of project travel decisions and activity implementation protocols, as required.
Serve as a key member of DAI project resilience and business continuity structures, based on risk management best practices.
Conduct security training for program staff on security protocols, including personal safety, terrorism and conflict awareness, and personal preparedness.

Support itinerary evaluations and provide advice on travel management.
Accompany program staff as required.
Conduct various exercises, according to pre-identified risks, on a scheduled semi-annual basis and as required.

Communication:

Communicates directly with the Regional Director of Security for Africa
Communicates directly with the COP, Team Leaders (TLs) and other project management staff.
Liaise with key national coordinating bodies, including security agencies, as required.
Provides incident management reports to DAI Global Security as required.
Produces weekly safety reports that summarize key project safety issues.
Maintains and improves a coordinated safety communication system with all other DAI projects in the DRC.

Compliance:

Ensures that the security company's contract complies with local regulations, customer and DAI policies.
Application of DAI security policies and procedures in all project offices.
Includes DAI and USAID rules, regulations, processes, and systems for compliant project implementation.
Ensures staff protection and a strict zero-tolerance policy towards corruption and unethical behavior.
Respect DAI's ethics and values in all aspects of the work.

Qualifications

Bachelor's degree (or equivalent) in a preferred relevant field.
More than 8 years of relevant professional experience, including work experience in securing development or humanitarian programs in the DRC.
Previous experience working with USAID or other programs funded by international donors.
Have work experience in at least two provinces that will host the project (Haut-Katanga, Haut-Uele, Lualaba and Tshopo)
A deep understanding of risk management, community acceptance and quiet security management regarding all facets of security operations, as well as an ability to solve problems and lead in high-stress environments.
Personal and professional network in the DRC, with a developed understanding of the DRC context, including insurgent groups, community militias and ethically based conflicts, and interaction with the DRC and international security forces and government.
Strong analytical and presentation skills orally and in writing, with demonstrated ability to communicate in English and French in a clear, concise and effective manner with security and non-security personnel.
Applied Microsoft Office skills, including Word, Excel, OneDrive, Outlook, PowerPoint, Teams, and/or SharePoint.
Professional fluency in writing, speaking and reading in English and French is required.
Excellent oral and written communication skills.
Attention to detail, able to manage work, take initiative, set schedules and meet deadlines without close supervision.
Be able to visit provincial offices. This devotes at least 20 to 30% of his time to field work.
Strong team spirit with a positive attitude.
Flexible under pressure and in response to changing needs.
