ORGANIZATIONAL CONTEXT:
Under the direct supervision of the Head of WFP Ambovombe Sub-Office and the technical supervision of the Head of Security Unit WFP Madagascar Country Office, the incumbent will work with a high degree of independence and participate in various security activities and complex analytical work. The incumbent will support WFP operations in the Southern Region of Madagascar to ensure that security objectives are fully met and contribute to the implementation of recommendations on security reinforcements of WFP premises.

Support the management of WFP's day-to-day security operations to facilitate the effective delivery of programmes that meet food assistance needs and to maintain the safety and security of WFP staff, activities, facilities and beneficiaries.

ORGANIZATIONAL CONTEXT:

The incumbent will support WFP operations in the Southern Region of Madagascar to ensure that security objectives are fully met and contribute to the implementation of recommendations on security reinforcements of WFP premises.
OBJECTIVE OF THE WORK:
Support the management of WFP's day-to-day security operations to facilitate the effective delivery of programmes that meet food assistance needs and to maintain the safety and security of WFP staff, activities, facilities and beneficiaries.
RESPONSIBILITIES CLES (within delegated authority)
Participate in contingency and continuity planning for security and safety for the office, supporting the standardization of plans for JLP facilities and ensuring that all security plans are implemented and emergency systems are regularly tested.
Implementing a community-based approach to security in Madagascar's southern region
Develop annual plans, contribute to long-term strategies and improve security systems and procedures to ensure that services provided support WFP's strategic objectives and comply with company policies, standards, regulations and processes.
Under the coordination of WFP FSO liaise with the United Nations Department of Security and Safety (UNDSS) and the security management apparatus in the country, including participation in security operations management meetings and contributing to technical discussions, exchange of knowledge and experience, to ensure the proper management of WFP staff and management. Fully informed on CO/RBJ safety issues.
In collaboration with WFP Field Security Division, provides recommendations and operational support to country and field offices on compliance with Minimum Operating Security Standards (MRS) and Minimum Residential Operating Security Standards (MSRs).
Responsible for all facility access control measures and procedures to ensure the safety and security of WFP staff and visitors, in accordance with UNSMS best practices.
Contribute to the management of the security budget, including procurement planning, for efficient and cost-effective management of resources.
Manage safety equipment to ensure it is properly issued, in working order and in compliance with established safety standards.
Collaborates with internal stakeholders, including the Human Resources department, on various security personnel issues (recruitment, contract management, capacity building, etc.) to ensure compliance with established WFP policies and procedures.
Gathers information on local security developments, issues and provides technical analysis of the potential impact of support to operational and security activities on WFP operations.
Prepare comprehensive, accurate and timely safety reports, including recommendations, to support informed decision-making and consistency of information presented to senior management and other stakeholders.
Provide safety briefings to newly arrived staff to ensure staff are well informed of local security conditions and procedures.
Facilitate training sessions needed to strengthen the security capacity of WFP and external partners.
Manage junior security personnel by providing the necessary guidance and guidance to ensure appropriate development and support high performance.
Support the supervisor in the event of an emergency to cope with changing needs.
STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE
Formation:
University degree in social sciences, security management, international relations, law enforcement or other relevant field. A degree obtained from the Military/Police Academy with relevant and qualifying experience may be accepted in lieu of the first university degree.
Experiment:A minimum of five years of progressively responsible experience in security management (within military, policy or corporate) and/or security risks, with particular experience and interest in international humanitarian response;
In-depth knowledge and experience of the southern area of Madagascar is a plus;
Demonstrated knowledge of key players in the southern region of Madagascar;
Demonstrated knowledge of UN security management policies;
