CARE is seeking a talented and motiviated leader to assume the role of Regional Security Manager (RSM) who will work to reduce the risks faced by CARE staff, assets and programs in the Asia Region. The RSM will provide support throughout the country offices and Program presences through the provision of specialized, coordinated and focused safety and security preparedness and management support. They will be required to work closely with the Regional and Country Directors in identifying priority areas and build capacity and systems across the regions as required.
In order to provide guidance and direction for safety and security to support CARE's vision and mission, the RSM has to develop a high level of socio-cultural, political and economic understanding of the many contexts in which CARE works and solid working knowledge of CARE's program framework. They will be required to develop and maintain a network of information on strategic regional developments that could either harm, or positively influence CARE's operations. A strong capacity to influence and negotiate with key stakeholders to achieve objectives is crucial to success in this role.
The RSM will be responsible for managing, administrating, coaching, mentoring and developing the capacity of Safety & Security Managers and country office Safety & Security Focal Points within the region, ensuring that a high technical capacity is developed and present in country offices and program areas.
The RSM will be required to travel to CARE's operational areas within the Asia region, including volatile and dangerous locations to support country offices in addressing deteriorating security, develop security plans, and provide technical assistance where appropriate. HEAT certification is required for this role.

Qualifications:
A bachelor’s degree in a field related to humanitarian work or security risk management
inclusive of formal safety and security qualifications and/or formal training certification
At least 5 years’ experience managing gender-inclusive, operational NGO safety and security management systems in a range of environments and risk contexts
Five (5) years' experience in assisting international organizations in developing security strategies for their operations in multicultural contexts with the ability to work effectively with people from diverse backgrounds
Five (5) years' experience working at a regional level, supervising security professionals and mentoring security focal points
Three (3) years' experience working and living in developing countries/contexts with at least 2 years of operating in complex/post-conflict environments
Demonstrated ability to professionally manage sensitive issues with discretion, to respond positively to challenges, and to find creative and innovative solutions to problems and to manage under stressful conditions
Must have experience developing and facilitating training workshops on safety and security topics in the NGO sector
Possess a strong understanding of the NGO safety and security sector, trends, challenges, and legal frameworks along with excellent assessment, evaluation, analysis and strategic planning skills
Must possess exceptional report-writing skills
