Summary of the function
The Mobile Safety Advisor position offers a unique opportunity to work with a close-knit team to provide the NGO community with contextual analysis and safety advice, in a global effort to improve humanitarian access. Specific responsibilities include producing analytical products according to INSO standards, building staff capacity and monitoring service compliance.
The Mobile Safety Advisor will have to demonstrate technical expertise in safety management and will be the interface with NGOs and INSO interlocutors in all areas of intervention. A real understanding of humanitarian principles, risk management and the functioning of NGOs is needed.
The candidate should have an open personality, able to analyze very complex security issues and contexts, provide practical advice on security and safety, an excellent level of written and oral French, and above all share INSO's commitment to humanitarian principles. He/she will also be able to create and maintain a diverse network of contacts, articulate complex political and socio-economic analyses from an objective and neutral point of view, produce and disseminate written materials as well as provide briefings on a temporal basis.
Main responsibilities
* Ensure in-depth monitoring of programs and context in the DRC, especially in its eastern part, as well as regional dynamics.
* Establish and maintain an active and credible network of information sources, which will include, but are not limited to, NGOs, UN agencies, security forces, and other national and international actors.
* Ensure the interim of the Safety Advisors of each INSO office:
o Ensure the delivery of INSO products and services (scheduled services and on-demand services) by providing a rapid and credible contextual analysis of the local security situation in accordance with internal standards and policies);
o Ensure the management of an operational team on the areas of intervention, including the management of local staff and the supervision of the logistical and administrative aspects of the base;
o Ensure the representation of INSO with local contacts and partners;
* Represent, promote and protect INSO's humanitarian principles of independence, impartiality and neutrality;
* At the request of the line manager, act as interim Deputy Director;
* Support and strengthen the capacities of operational teams;
* Participates in various coordination meetings and forums related to humanitarian assistance;
* In discussion with the line manager, strengthen and support the INSO internal organization (Analyses, basic opening, drafting of procedures, etc.).
Job Requirements
* French fluently spoken and written;
* Master's level education or experience in a relevant field;
* Minimum 3 years of humanitarian experience in conflict/emergency contexts;
* Proven reporting and analytical skills;
* Knowledge of the humanitarian world and humanitarian principles, as well as the NGO approach to security management;
* Ability to adapt to diverse cultures and social backgrounds;
* Experience in team management;
* Understanding and commitment to the humanitarian principles of independence, impartiality and neutrality.
Desirable features
* Minimum one (1) year or more of recent experience in the DRC;
* Experience in NGO project management, including on security issues;
* Access to relevant local contact or information networks;
* English and local languages;
* Experience in training and capacity development of teams;
* Ability to work under stress and respect for deadlines;
* Flexibility, ability to work tirelessly and energetically;
* Experience in liaison of humanitarians with armed actors (CMCoord);
* Knowledge of International Humanitarian Law (IHL).

Terms and Conditions
12-month contract. Monthly salary of €4,550 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 2 months with an allowance of €1,250. Accommodation, U.S. global medical coverage excluded) and life insurance included.
