Summary
Reporting to the Programme Director, the role of the Humanitarian Access & Security Manager (HASM) is to help ensure the security of HI’s personnel and property and develop HI’s access to vulnerable populations to the greatest extent possible.
You will be based in Iraq, Erbil or Baghdad, with regular visit to Lebanon, Palestine, Egypt and Jordan.
Mission 1: MANAGEMENT
• Lead by example: embodies HI’s values on a day-to-day basis and is a role model;
• Give meaning: comprehend strategy, clarifie it, translate it into operational objectives for his/her team and manage the necessary changes;
• Organise the operational management of his/her team, structure the work to be done in accordance with identified processes, drive performance and facilitate the resolution of problems;
• Assume HR responsibilities and coaches his/her team members: contribute to the development of his/her staff. Ensure respect of HI’s code of conduct and institutional policies and is vigilant with regard to expected attitudes and individual and collective behaviours.
Mission 2: STANDARDS AND EXPERTISE
• Support the development, updating and implementation of HI’s security system on the programme (procedures, documents and tools);
• Ensure the implementation of HI's security policy, operational guide and the new security guidelines issued by headquarters;
• Contribute to the drafting, revision and implementation of the operational strategy (StratOp) as part of his/her responsibilities.
Mission 3: OPERATIONAL IMPLEMENTATION
3-1: Context monitoring and strengthening the acceptance of HI’s programme
• Monitor and analyse the local, national and regional context;
• Develop the programme’s network by supporting the diversification of sources of information and capitalising on information from key contacts;
• Strengthen the level of acceptance of HI to whatever extent necessary in the different areas of intervention.
3-2: Operational security management
• Provide advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies and sharing of good practices for the security management of HI activities in the country;
• Make regular visits to the field to conduct security assessments and to support the offices in the provinces;
• Ensure good internal coordination in all matters relating to security, particularly with Operations and Logistics on safety aspects;
• Participate in the management of incidents/crises;
3-3: Humanitarian access
• Ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement;
• Support the Programme Director with the creation of a strategy to improve humanitarian access specific to the programme including.
3-4: Capacity-building and training in the fields of security and humanitarian access
• Evaluate the needs of HI staff on the programme and supports the implementation of the HAS training plan;
• Ensure the training and ongoing capacity-building of staff in charge of security;
• Develop a culture of security within the programme and give regular security updates to all staff;
• Take part to briefing and Induction of new arrivals.
3-5: Emergency preparedness
•Direct emergency preparedness actions in his/her department and, in the event of an emergency, reorganise the priorities of his/her team according to humanitarian imperatives in order to ensure a rapid and effective response from HI;
• Contribute to the programme’s emergency preparedness actions.
PROFILE
- You hold a degree or equivalent certification in risk management, international relations or other discipline relevant to the position
• Training in humanitarian access/negotiation and humanitarian security management
• You have at least 3 years of experience as a Security Manager, Analyst or Manager with security responsibilities in unstable countries
• You have experience in humanitarian action - NGO as well as humanitarian negotiation
• Confirmed experience as a manager, able to work with a multidisciplinary and multicultural team
• You have proven experiences in security risk management and developing access strategy
• You are rigorous, committed and have strong stress management
• Speaking Arabic is a plus

• Perdiem: 627.76€ net/month - paid in the field
• Hardship: Erbil: 0 / Baghdad: 250 net/month paid with your salary
• Paid leaves: 25 days per year;
• R&R: Erbil: 5 days every 12 weeks / Baghdad: 5 days every 8 weeks

Payment for travel costs (air ticket & visa) and transport of your personal effects
a child allowance of 100€ per month, per child (from the second child) paid in the field
• open to couples
Support travel costs (air ticket & visa) for accompanying dependent and health/repatriation insurance if the dependent has no income/
payment of one yearly additional return flight
Housing: Collective or individual, taken in charge by HI
