Background
IsraAID is an Israel-based non-governmental organization that was founded in 2001 and has since its inception worked in emergency and long-term development settings in over 55 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering with local communities around the world to provide urgent aid, assist recovery, and reduce the risk of future disasters.
We are looking for a competent Safety & Security Officer, to support and oversee the safety and security aspects of IsraAID’s global programs, operations, and staff.
As Safety & Security Officer you are expected to:Provide guidance and support to our field operations and teams in accordance with existing policies and procedures to ensure our security standards.
Supporting remotely our teams in complex and hazardous humanitarian settings from the planning stage through the capacity building.
Demonstrate strong commitment to the promotion of Safety and Security and to pursue the streamlining of the Safety and Security fundamentals in our daily work.
You will report to the Global Operations Coordinator while participating in and providing global support to both emergency and ongoing operations at IsraAID.
Responsibilities
Support the updating, development and implementation of Safety and Security policies, protocols, and procedures for all of IsraAID’s operations in accordance with industry and sector standards, and existing IsraAID policies.
Maintain incident reporting system, analyze incidents from the field, proposing risk reduction measures, make recommendations for improvements in Country Office security plans to mitigate similar incidents in the future.
Apply humanitarian standard risk assessment matrices to program activities, resulting in clear recommendations.
Support field teams in the development of Safety and Security annual plans at all operational levels, including: security assessments, safety and security plan development, risk analysis, contingency plan development for incident management.
Briefing to country field teams on safety and security preparedness in countries facing returning natural hazards such as tropical storms (establish likely forthcoming scenarios), etc.
Conduct security briefings for traveling staff, consultants, etc.
Support & coordinate other security considerations of special events such as donor visits, etc.
Provide complete contextual and situational reporting to support all organizational activities.
Strengthen lines of communication, reinforce proper reporting channels, internally and with 3rd party service providers (insurance and others)
Produce reports for management on Safety and Security status of all activities
Manage and maintain the outsourced services related to Safety and Security
Proactively monitor, serve as the point person, alert and share recommendations (24/7) to support the senior management in decision-making in regard to staff’s safety and security issues.
Disseminate security related information to HQ and missions as needed or appropriate (including updates on latest trends and threats to staff safety and security)
Assist in collecting, updating, and communicating intelligence regarding the security situation in the country, including daily updates for all field locations.
Guide and m
Represent to organization in industry related forums, round tables and networks.
Take additional roles in the support of emergency operations in line with the department’s mandate.
Other operational related task assigned by line manager
REQUIREMENT / QUALIFICATIONS
Bachelor’s degree in Social Sciences, Security Management or any other relevant field
Previous field based work experience in a similar position working with NNGO/INGO in complex settings
Excellent knowledge and skills working with local communities, Security Agencies and government operatives
Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
Proven interpersonal skills and the ability to listen and work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
Good communication and excellent reporting written in English is a must
Ability to travel frequently to IsraAID sites of operations globally – holding US/EU visas
Conditions
Full time position.
Office working days Sunday- Thursday.
Commitment to align with Israel working hours as required, and no less than 5 hours daily.
At least 3 working days per week from IsraAID office (if based in Israel)
If home based- willingness to travel at least 3 times per year to the HQ.
Minimum 2-3 deployments during the year of up to 3 weeks each.
