Job description
Overview of position

Main responsibility as Chelsea Village Security Manager:

The Guard Force is to be controlled by the HNW Chelsea Village Security Manager (CVSM), who will report to the CV General Manager on all matter’s security directly. An office will be provided for the CVCM in the vicinity of the Main Gate. This office should be separate from CV’s and Hart’s general operations and reception areas.

Role objectives

Manage the control access to CV and egress from it via the Main Gate and Rear Gate
· Manage the CV visitors pass system and lead a QRF in the event of any type of incident.
· Continually train and evaluate the Emergency Response Plan for CV and provide recommendations for improvements as the treat dictates.
· Provide the C3 hub for all matters security within CV and be an integral part of the Village’s management team but he/she will also, as a HNW-provided shared asset, undertake an equal amount of services/work for the HNW Country Management team (this could include mobile security missions in Mogadishu city, a percentage amount of management oversight and training on other HNW programmes) without interference to CV operations, as mutually agreed by both parties.
· Specifically, the CVSM is to be the direct point of contact for the CV General Manager for all security matters; he must be adept at client management and appreciate the nature of the hospitality business, which is the core of CV’s raison d’etre. Attend client meetings as required.
· Keep HNW’s Country Operations Support Manager and the CV GM informed of any matter of significance and provide both with a daily report by 18:00hrs.
· Manage CV access control ingress/egress figures; these are to be submitted daily for the previous 24-hour period and record traffic, as per template provided by CV.
· Conduct inspections of the facility to check on: the integrity of the perimeter; the state of guards; parking and car passes; any areas or facilities of particular concern.
· Brief the ongoing shift and debrief the outgoing one – checking standards of dress and equipment.
· Conduct weekly, monthly, quarterly, and annual training requirements and any remedial action that may be necessary. All training will be directed by the HNW Operational Support Manager, who is to maintain records using HNW Training Attendance Forms.
· Monitor the pass system and the on-site log.
· Check the CCTV, Alarm Systems, and security lighting on a weekly basis. This will include a weekly alarm test at a time agreed with the CV General Manager.
· Conduct guest and visitor security and safety briefs, ensuring that each person understands what the main threats are and what they must do in the event of an emergency.
· Ensure that weapons and ammunition are cleaned and accounted for on a daily basis and that each weapon is signed for by CV guards at the start of their rotation.
· Complete appraisals on guard force staff on a three-monthly basis.
· Evaluate performance against the KPIs agreed with CV and report monthly to CV General Manager and HNW Country Manager.
· Ensure that the Guard Force’s radio and mobile communications are tested at regular intervals during each day.
· Closely manage that Access/Egress control guards at the Main and Rear Gates are adhering to HNW SOPs for Static Guards; their tasks are to:
Stop and search all vehicles requiring entry into CV – this is to be done in the airlock at the Main Entrance and between the two barriers at the Rear Entrance. Issue a vehicle pass upon completion and record the vehicle details, pass number and time of entry.
Search all pedestrian visitors or guests at the pedestrian entrance by the Main Gate and at the Rear Gate; issue a pass once cleared. In both cases name, pass number and time of entry is to be recorded.
Recover all personal and vehicle passes prior to visitors leaving the Village; record time of departure.
A record of pedestrian residents is always to be recorded by access guards; this will ensure an accurate account of on base numbers during a headcount.

· CVSM will draft a daily head of beds report to be sent to CV and HNW Operations Support Manager.
· CVSM will manage and continually review the pass system for personnel and vehicles entering and leaving CV.
· The CVSM will control, brief and direct CV guard force, QRF and any additional armed support through CV Emergency Response Plan (ERP).
· Guard Training, all training programmes are formulated by HNW Country Manager and Operations Support Manager, these will be aligned with CV requirements and utilise HNW e-libreay training material. All training sessions are to be recorded on HNW Training Attendance Forms and stored in individual P-Files. All training for CV guards will be conducted by the CVSM.
· Management is to be achieved through a combination of effective leadership, tight procedures, and effective communications; the CVSM is the central focus for doing so.
· HNW is committed to providing its staff with healthy and safe living and working environments. CV are responsible for managing the Health and Safety regime within the Village and the HNW Guard Force and visitors must conform with the requirements of its plan. CVSM must manage and ensure HNW guard force are always following health & safety rules.
· CVSM will use different means of communication when performing his duties. There is sufficient redundancy in the means of communication to ensure that voice and digital communication can be assured at all times.
· The CVSM is responsible for managing the client relationship with the CV General Manager daily. The HNW Country Manager is to meet with the General Manager each month or when any issue cannot be resolved at a lower level. As part of HNW programme management each monthly meeting will be recorded, and necessary action points managed.
· Performance Evaluation, the following is required of the CVSM while carrying out his duties as CVCM:
Checks – CVSM daily (shift change, areas).
Inspections – CVSM weekly.
Audits – twice annually.
Corrective Action – as required.

Senior Team Leader Role and Reasonability:

Working under the direction of the Operations Support you will be responsible for the oversight management, direction, and control of the task. You will ensure that the team members are adequately briefed, skilled, equipped and supervised to conduct their duties.
Ensuring all team equipment, weapons and vehicles are maintained to a high standard, and ensuring all Q/A is carried out within the team. You will ensure all team members understand the relevant SOPS as documented by Hart Nationwide, and ensure the team is always administered and operationally capable for deployment.
Specific task requirements will be given in detail in SOP’s, however, primary duties are as follows but not exclusive to:

· Ensuring the smooth and effective operational running of the PSD.
· Maintain operational oversight and control of all checks and planning requirements pertaining to quality and auditing.
· Maintain responsibility for the delivery of all monthly training requirements and the subsequent upkeep of training records for the team. Liaise with Operations Support Manager for guidance on policy and delivery requirements.
· Ensure all team equipment, weapons and vehicles are clean, serviceable, and complete always.
· Always remain client focused and professional.
· Keep team fully briefed on all matters operational and logistical while also being aware of team welfare and personal matters.
· Remain fully aware and conversant in all procedures inclusive of Client company Procedures, contractual and company requirements and ensure dissemination to the team.
· Produce clear written Reports when required.
· Ensure the professional team liaison with client POC and Operation rooms.
· Ensure team remain compliancy with all paperwork requirements pertaining to badges, MOI, and company requirements – Documentation will be maintained in an orderly and legible fashion for quick and easy inspection.
· Carry out complete and comprehensive hand-over of team during in/out leave rotations.
· Instigate any formal disciplinary proceedings in line with SOP,s and submit to line manager for further action.

Secondary Duties

· Close Protection Qualification/SIA Licence (country relevant).
· Medic qualification – at minimum trauma first aid medic FPOS/FREC.
· Navigation and map reading and the use of GPS.
· Current and valid Driver’s licence.
· Well-developed English oral and written skills.
· Ability to think under pressure and guide a team.
· Computer literate with knowledge of MS Office applications.

· At least 5 years Military experience
· At least 3 year PSC experience in Iraq or Afghanistan. Somalia preferable.
· Proven defensive driving in hostile areas

· Physically and mentally fit.
