Org. Setting and Reporting

This position is located in the Safety and Security Section of the Office of the Special Envoy of the Secretary-General for Yemen (OSESG-Yemen) based in Aden. The Security Coordination Officer reports directly to the Chief Security Officer.

Responsibilities

The Security Coordination Officer serves as a member of the United Nations Security Management Team. S/he will participate in the development of the Security Plans to preserve the safety and security of all UN personnel, assets and operations in the field mission.

Within the limits of delegated authority, the incumbent will be responsible for performing the following duties:

• Prepares draft of security plan for the Mission, designated country or geographic area, including all aspects related to elaboration, development, implementation and updating of the plan
• Maintains continuing lines of communication with security focal points and all other agencies involved in Yemen to ensure maximum security coordination
• Serves as a member of the United Nations Security Management Team, contributing to implementation and evaluation of the effectiveness of the security plan
• Assesses prevailing local security conditions, identifying security trends and advising UN staff, project personnel and dependants on potential security problems, such as mines, kidnapping, armed attacks, arrests and detention
• Maintains an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads
• Ensures that fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and oversees fire drills and training as necessary
• Maintains office security by organizing and leading physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control procedures
• Provides advice and training to staff and dependants on residential security measures such as window guards, alarm systems and locks to minimize burglar intrusions
• Maintains dialog with authorities and international institutions such as Red Cross/Red Crescent in the event of natural disasters
• Ensures availability of emergency communications system by making periodic checks to determine if system is functioning properly; arranges for necessary repairs or adjustments
• Investigates accidents involving UN vehicles and prepares report of findings
• Investigates security-related incidents involving UN staff members, project personnel or eligible dependant
• Assumes responsibility for guard force management
• Maintains protection detail security coordination aspects for senior United Nations officials as necessary; and provide guidance to the Close Protection team when required
• Conducts security training in such subjects as the security management system, responsibilities of Area Coordinators and Wardens and personal security awareness
• Acts as OIC for the OSESGY Security Section when tasked
• Acts as the Security Liaison Officer (SLO) and Mission Leader (ML) during field mission, especially during missions other than Close Protection Operations
• Performs other duties as assigned by the CSO.

Education

An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social/military science or international relations with focus on security management is required. A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.
A first-level university degree may be substituted with a diploma from a police or military academy (for commissioned officers), which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management.

Job - Specific Qualification

Certifications from leadership and management courses from a police, military or academic institution is desirable.

Certifications from conflict management training from the police, military or academic institution is desirable.

Training certifications, and real-world experience, with regards to practical skills such as Advanced/ Protective driving, emergency trauma care, radio communications and operating armored vehicles is desirable

Work Experience

A minimum of five years of progressively responsible experience at higher level in security operations management or control, within a military, police or security organization is required.

At least two years of experience in managing military, police or security units operating in a conflict or post conflict environment is required.

At least two years of experience and exposure at the international level is required.

At least two years of experience in managing Physical security and investigation related work at a governmental/non-governmental organization or enterprise is desirable.

Close protection experience from a United Nations high-risk mission is desirable.

Languages

English and French are the working languages of the United Nations. For the position advertised, fluency in English (both oral and written) is required.Assessment

• This position is temporarily available until 31 December 2023. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
