Job Location: Colombia and Venezuela
Deadline: 19/05/2023
Venezuela (San Cristobal 50%) - Colombia (Cucuta 50 %) with frequent field visits in INTERSOS operations implementation areas.
General purpose of the position
Develop and implement security policies, protocols and procedures to guarantee security standards are respected.
Main responsibilities and tasks
Overview the implementation of security policies, protocols and procedures
Control budgets for security operations and monitor expenses
Recruit, train and supervise security focal persons and staffs in coordination and in the field bases
Guarantee that all the mission staffs understand the importance of the security tools in order to work in a safe environment
Develop context and situation and risk analysis in order to ensure the correct update of the security and safety plan
Ensure networking and attend meetings with other INGO Security Manager and Officers
Support the incident management team in country as focal point in case of crisis management
Prepare reports for management on security status and incidents and breaches
Analyze data to form proposals for improvements (e.g. implementation of new technology)
Support the mission in establishment of Access, and risk management analysis and establishment of Safety and Security SOPs including contingency plan.
Education
University Degree in a relevant field (Social Sciences, Psychology, Social Work, Human Rights, International Humanitarian Law, or other fields related to social development and humanitarian work)
Master’s degree in human Rights, International Humanitarian Law, or other fields related to desirable.
Professional experience
Minimum 3 years of working experience as Security Manager in a humanitarian/recovery context or relevant working experience in safety, security and risk analysis.
Professional requirements
Good understanding of humanitarian safety practices, procedures and principles and their application
Experience of humanitarian negotiation (with national authorities, local authorities, non-state actors, military forces) and humanitarian access in complex emergencies
Experience in reporting and emergency response planning
Teamwork and communication skills
Networking skills
Ability to work independently and in collaboration with remote technical supervision
Creativity, innovation and strategic thinking skills
Ability to work in remote field locations
Previous military and law enforcement experience is not required
Languages
Spanish and English Working knowledge – preferably with French intermediate knowledge.
