Oxfam is a global movement of people working together to end the injustice of poverty.

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) has been established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries.

The PMU will be led by an Operational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding.

Poland / Romania / Moldova Programmes.

Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries. The response is strongly driven by the protection needs of refugees and the need for national organisations and authorities to be supporting in scaling up for the refugee response, delivering quality protection support, as well as advocacy for the rights and protection of all refugees and people on the move needing protection
The Role

TEAM PURPOSE:

To effectively lead, manage and drive the Oxfam response in Kyiv while working with other stakeholders across Oxfam.

JOB PURPOSE:

The Safety and Security Coordinator for Kyiv will work to strengthen Oxfam’s response in Kyiv by providing security management support including building security management capacity for the future. S/he will be based in Kyiv. S/he will be closely working the Country Safety and Security Coordinator as well as the programme technical teams.

KEY RESPONSIBILITIES

TechnicalTo ensure that the safety and security system for Oxfam in Kyiv is up to date in coordination with the Country Safety and Security Coordinator. Lead on developing and updating the security management plans, SOPs and other related documentation in line with regional and Global policies.
To carry out security/risk assessments and security management reviews in locations Oxfam is working or is considering working; either providing management with recommendations for action or working directly to implement the action plan.
To train staff on security management issues, both informally and within the context of formal training courses, keeping up to date training records
Conduct thorough document reviews as required (Security Management Plans etc) and ensure compliance with minimum standards in visiting locations.
Provide audit reports and proposals and programme/project assessments as requested.
Contribute to the Kyiv programme and response strategy.
Carryout and advise investigations when needed.

Coordinate staff when responding to emergencies and alarms
Collaborating with department managers to determine security needs.
Coordinating responses to emergencies and alarms, as well as compiling incident reports

LeadershipTo Manage and develop high quality security management systems in line with Oxfam security policy and security management approach.
To act, on occasion, as a Security Advisor; this may include design and implementation of a new security management system or review and modification of an existing system; management of staff; and representation and coordination.
To promote and ensure that programmes respect the NGO/Red Cross Code of Conduct, SPHERE, the People in Aid Code, Oxfam International procedures and other regulatory codes.

ManagementTo provide expert advice on security related matters in the context of a particular environment including gathering information from other organisations and institutions, and representing Oxfam in security meetings with other agencies, institutions, and authorities.
Journey management plans for trips outside Kyiv city.
STAR completion for locations and facilities that Oxfam will travel to or use such as guesthouses/Hotels and locations.
Weekly situation/ security report to the Country Safety and Security Coordinator.
Weekly update with the Kyiv team.
To prepare regular reports and summaries of work and recommendations to Oxfam including a short final report at the end of each assignment and to ensure that relevant information is documented and shared with country office, regional office and the Global Security Team (GST).
To carry out security management tasks or represent Oxfam in meetings, as requested by the Area Manager and Country Safety and Security Coordinator.

RepresentationRepresent Oxfam internally to country staff, modelling core competencies and behaviours of Oxfam humanitarian staff (“leading by example”), inspiring managers to help staff grow into Oxfam’s organisational culture.
Represent Oxfam with external stakeholders in coordination with the Area Manager
Monitor air attack alarms and sheltering in place provisions
Monitor all movement
Aware of local employees’ movements when engaged with Oxfam activities.
Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights
Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
Undertake any reasonable duty and tasks that may arise from time to time.

What we are looking for

EssentialGraduate Degree from a recognised University/college in International Development or any other related area that can bring added value to the job.
Considerable practical experience of security assessment, planning, designing and implementation of procedures in the context of UN or NGO humanitarian operations.
Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
Proven experience of providing trainings on safety and security topics.
Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
Initiative and motivation to work independently and develop solutions to problems.
Highly flexible in style with the ability to produce creative and pragmatic solutions to complex problems.
Analytical and strategic planning skills.
Excellent organisational, problem-solving and negotiation skills. The ability to remain calm whilst dealing with conflicting priorities/work under pressure is essential.
Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports and influence verbally to persuade with diplomacy and tact.
Commitment to Oxfam’s overall aims, policies and values.
Diplomacy, tact, negotiation skills and an excellent sense of humour.
Excellent written and spoken English and Ukrainian.
