Hiring Organization: International Commission on Missing Persons (ICMP)
Job Location: The Hague , The Netherlands
Position Background
The authorities in Ukraine have requested immediate ICMP assistance to account for missing and disappeared persons from the Russian invasion. ICMP will assist in accounting for the missing, regardless of ethnicity, nationality, or role in the conflict, and will seek the cooperation of the authorities in securing the rights of families of the missing and helping to reinstate peace and stability.
ICMP will support Ukraine in accounting for missing and disappeared persons, among other things by initiating large-scale data collection. Steps will include:
Working with Ukrainian authorities on the ground to collect data for direct import to ICMP’s Integrated Data Management System (iDMS), including documentary and other evidence of human rights violations, war crimes, crimes against humanity and genocide;
Implementing an outreach campaign with direct participation by those most affected by crimes currently being committed to obtain, on a large-scale, reports of missing persons, including information about the missing person, the circumstances and location of their disappearance, photographs and other supporting data;
Supporting the reporting of locations where missing persons may be found, including mass graves, other illicit burial sites and surface locations, and places of detention, using ICMP’s Site Locator application for mobile phones; and
Deploying ICMP’s MyFace application, which makes it possible to submit reports of missing persons seen alive and to add information relevant to photographs displayed on ICMP’s website.
Purpose of the consultancy
Enhance security for ICMP’s Headquarters by conducting a threat and risk assessment of ICMP and it’s premises in The Hague and recommending security improvements.
Specifically, conduct a threat and risk assessment of ICMP and its premises in The Hague taking into account ICMP’s programs and geographical areas of operation, especially the Ukraine Program. Assess the current security system at ICMP’s Headquarters and make recommendations for security improvements regarding the physical and cyber security infrastructure.
Key ActivitiesConduct a threat and risk assessment of ICMP and its premises in The Hague taking account of ICMP’s programs and geographical areas of operation, especially taking into consideration the Ukraine Program.
Assess the current security system at ICMP’s Headquarter and existing ICMP (cyber) security policies and operating procedures.
Engage with ICMP staff at Headquarters to evaluate gaps in policies, including pre-screening of new staff and security-related procedures, training, and resources.
Review and make suggestions regarding the ICMP Health and Safety System, in the context of security.
Develop recommendations for security improvements regarding the physical and cyber security infrastructure.
Recommend measures to ensure security at Headquarters, including practical, concrete steps on how to implement improvements to the physical and cyber security infrastructure.
Advise and cooperate with the architect and construction company, as necessary, on questions related to improvements of the physical and cyber security infrastructure at ICMP’s premises, including after submission of the final report.
Key Deliverables
1. A preliminary report: The interim report will provide a draft gap analysis and include draft recommendations for security improvements, in order of priority. ICMP will provide consolidated feedback on the preliminary report. A template will be agreed between ICMP and the selected consultancy firm.
2. A final report, to be submitted four (4) weeks after the start of the assignment: The final report will detail the methodology applied, analysis of findings and recommendations following the agreed template for the preliminary report. The recommendations should be ranked by order of priority. The final report should not exceed 20 pages (excluding annexes), should include a brief executive summary, and should be accompanied by a maximum of 10 slides with the summary (PowerPoint presentation). ICMP may ask the consultancy firm to present its findings to a select group of ICMP staff members.
Methodology
Data collection will take place at ICMP’s office in The Hague, including in-person interviews, and/or remotely. The following methods are required to conduct the assessment:
Desk review: this will entail a remote review of existing documents, including policies, procedures, staff training, and program documents.
Primary data collection: this will include (remote) interviews and focus group discussions with selected individuals and groups.
Secondary data collection: this may entail a review of non-ICMP documents that could contribute to achieving the objective.
The assignment will be supervised by a project manager at ICMP Headquarters with the support of subject matter experts and possibly focal points from ICMP country programs.

At least five (5) years of relevant security management experience working with international organizations, government institutions or international non-governmental organizations, with a proven track record assessing, planning, evaluating and developing security and risk management policies and procedures;
Access to a reliable internet connection and availability between 9 am and 6 pm CET.
Payment Schedule:
ICMP will provide payment upon acceptance of:
Interim report: 50% of overall amount
Final report: 50% of overall amount
Timeframe
It is estimated that the assignment would require approx. 15 working days, ideally undertaken between April and mid-May 2023. The assignment should be completed within four (4) weeks, unless agreed otherwise.
At the beginning of the assignment, the consultant will present a work plan of activities leading to the completion of the assignment.
Actual days will be agreed with the selected consultant as per the work plan.
Deadline for Applications: 30 March 2023
The consultant will not participate in or facilitate activities involving, directly or indirectly, individuals or entities that are (i) subject to restrictive measures/sanctions administered by the European Union or the United Nations (the “Sanctions Regulations”); or (ii) owned or controlled by individuals or entities as defined in (i) hereinbefore (together: the “Sanctioned Parties”), if such involvement violates applicable Sanctions Regulations.
Any modifications made to the terms of reference will be made by an addendum upon mutual agreement between ICMP and the special agreement holder.
