Description

The Security Director will be responsible for the acquisition and delivery of contracts in Ukraine. This person will be responsible for the maintenance of a high level of disciplines and standards within the Control Risks employees. The Security Director will ensure that all staff meet operational and training standards and comply with standard operating procedures. He/she will be responsible for ensuring that Control Risks is conforming consistently to Government of Ukraine law in all respects. Specifically, the role is responsible for the collation and management of countrywide Compliance documentation requirements, as specified by the respective Government departments.

Role tasks and responsibilities
OperationsFull management accountability for operational aspects of delivery of contracts in Ukraine.
To oversee Journey Management Process on all client moves and continuous risks analysis of areas of operation and transit routes.
To deliver and oversee effective training in line with the agreed pre-deployment and post deployment refresher training programmes.
Maintain high standards of customer service.
Maintain management accountability/responsibility for all contract equipment.
Maintain adherence to and reporting of the contractual stipulated Key Performance Indicators.
Proactively meet the changing requirements of clients.
Comply with all client reporting requirements.
Co-ordination and cooperation with other organisations working within Ukraine.
To direct and manage the Operations Room.
Development and implementation of mitigation measures and review and development of Standard Operating Procedures.
Conduct immediate risk assessment and instigate initial response to security or safety related incidents involving client personnel or employees.
Establish and manage routines, systems and personnel to ensure the effective management of operations.
In depth knowledge of the Ukraine authorities requirements in order to achieve required supporting documentation, and personalities through which the process is expedited.
Assist with running the day to day running of Compliance Administration responsibilities.
Information Management - Provide clear details of what is required from each department in terms of Compliance, to ensure each department’s processes and documentation are in good order.
Work closely with the teams to update documents relating to licensing ensuing updates are sent regularly and in a timely fashion.
Face to face liaison with governmental departments and Security forces when required and making sure Control Risks represented professionally.
Ensuring confidentiality is upheld with the receipt of sensitive information and security is put in place with the storage of such data.
Maintain, update documents related to Ukraine authorities regarding Control Risks authorisation letters and approvals.
Ensure relevant paperwork is submitted for personnel and equipment as required/directed.
Vetting requests.
Any requests as advised by the line manager.
Handling local police reporting where company incidents are concerned, such as the loss of equipment, detention, assault or death accident on duty, etc.
Where necessary, gather information and assist in areas that lead into Government Requirements – (MOI, MOT, MOC, Customs, Taxation, Social Security).
Drive local administrative processes in line with the relevant Ministry standards.
To actively manage senior team leaders in performance of operational duties as well as co-ordinate professional development and undertake performance management and reviews.
To ensure understanding of and adherence to Control Risks Standard Operating Procedures
To monitor and assess performance of all teams to ensure common and appropriate standards
To ensure appropriate behaviour, approach and discipline is maintained along with adherence to Control Risks’ ethical standards
To ensure protection team awareness of and adherence to HSE policies
To ensure appropriate allocation and management of human resources for the teams in alignment with employment law and company policy.
To assist in promoting the highest ethical standards across the workforce in the Southern region.
To embrace, exemplify and promote Control Risks’ core values of integrity and ethics, collaboration and teamwork, commitment to people, professionalism and excellence.

Compliance Responsibilities

Requirements

Essential
Experience in Ukraine governmental departments for private security companies.
Detailed knowledge and understanding of the operational and tactical requirements for mobile security operations and static guarding operations in a hostile environment.
Knowledge and experience of processes for the management of a large team.
Knowledge of journey management in a hostile environment.
Possess tact, sound judgment and ability to communicate clearly, verbally and in writing.
Fluent written and spoken English.
Extensive experience in physical and personnel security.
Exceptional leadership skills demonstrated by a record of managing teams dynamically and motivating individuals to deliver on objectives towards corporate goals.

Preferred
Security and Risk Management qualifications.
Training in recruitment, leadership skills and performance management.

Qualifications and specialist skills
Essential
Higher education qualification plus a minimum of 3 years’ experience in one or more of the following roles:
an officer in operational or investigative units within the Ministry of Internal Affairs state security service of the National Police of Ukraine, the Security Service of Ukraine;
command position of military units or educational institutions of the Armed Forces;
middle/senior commander with law enforcement agencies, official military or paramilitary formations;
director, deputy director, branch manager, other separate subdivision manager with a company providing security services, or other positions responsible for security issues (in a company conducting business in an area other than security)
Previous operational experience in a hostile or complex operating environment
Previous commercial and managerial protection team security experience
Security Industry Authority (SIA) non frontline – close protection qualified
Competent and confident in the use of Microsoft Office products
Ukraine passport holder

Preferred
Ex-military commissioned officer, Warrant Officer or Senior Non-Commissioned Officer (SNCO) or police equivalent.
Medical qualification (MIRA / HEMT / FPOS-I / FREC Level 3).
HSE qualification.
Ability to work in arduous conditions.
Protection team and static operations management experience.
