Position Summary:
The Security Consultant will work closely with the Country Director and Security Team to review Ukraine Safety & Security context, conduct an in-depth security risk assessment, security training, security audit, evaluate protocols since operations started and provide security support to the Country Director and Security Team with regards to the ongoing armed conflict and corollary impacts to Ukraine’s security environment.

The Security Consultant supports the safe, effective, and efficient access to and by people in need for humanitarian assistance provided by Project HOPE staff through information and procedure management, direct support to staff and monitor security protocols adherence. The Security Consultant is responsible for monitoring the overall security situation, enforcing security regulations, and providing tailored and actionable advice to Project HOPE Ukraine staff, management, and international travelers.

Under the direct supervision of the Country Director, the Security Consultant will ensure the security and safety of Project HOPE teams in Ukraine through the application of and enforcement of tailored mitigation measures. In abiding by and supporting Project HOPE’s security platform, the Security Consultant will ensure that staff and visitors receive the necessary education and training to enter high to extreme risk locations. This role will involve providing advanced support to enable Project HOPE teams safe access to permissive through non-permissive environments and implement programing where it is reasonably safe to do so. It is also critical that the Security Consultant communicate to staff levels of risk associated with travel to and work in high to extreme risk areas in accordance with Project HOPE’s Duty of Care Policy.

This position will be based in Kyiv, with regular travel to other locations in Ukraine including Dnipro, Odesa, Kharkiv, Kherson, Kramatorsk. As this is a fluid and rapidly changing context, the location of this position and length of assignment per duty station may change based on the needs of the program.

PRINCIPAL RESPONSIBILITIES:
Conduct a security risk assessment and identify mitigation measures for identified risks during the first two weeks of deployment.
Follow up on security recommendations and risk management action plan to ensure compliance with safety and security standards.
Evaluate, review and update Project HOPE Ukraine security management plan, journey management, emergency action plan, travel briefings, annexes, and contingency plans to reflect the current operational contexts and conduct briefings to regional Country teams.
Work with the Country Director and Security Manager to supervise implementation of security protocols by country teams in all operation regions.
Define and implement Project HOPE security risk management system to collect and analyze security and political context information and support Field / area Coordinators for their context follow up and analysis and alert on changes to the context and establish likely forthcoming scenarios.
The consultant shares analysis with Country Director, Ukraine Security Manager, Global Security Department teams and Regional Director at HQ.
Explain the operational management of security protocols and supervise the implementation by managing incidents and crises in collaboration with Country Director, Country Security Manager and Field regional teams as well as Global Security Department.
Work closely with Project HOPE teams in Regional Offices in Ukraine to ensure all incidents and accidents are followed up with an official written after action report, which is then shared with relevant stakeholders and filed appropriately.
Train our teams on personal safety and make Project HOPE staff aware of security environment, procedures, and rules. Provide technical support to program teams in assessing the suitability of establishing operations in new locations.
Support Project HOPE high risk areas access strategy by participating in country Senior Leadership weekly and adhoc meetings and establish a strong network with external stakeholders.
Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.
Identify, establish, and manage a context appropriate approach to ensure Project HOPE facilities are secure.
Provide regular trainings when visiting regional offices for Project HOPE staff on security preparedness, prevention, and response. Trainings may include SOPs, Contingency Plan, security management plan, incident reporting, prevention and response mechanisms, communication protocols etc.
Compile and submit weekly security reporting that track incidents and trends within the Project HOPE’s area of operation. Submit daily contextual updates as needed to the Country team.
Provide a development plan with precise capacity building method to the Safety and Security team and Global Security Department. Strengthen and expand the capacity of field teams to prepare and respond in a timely manner to new program sites.
Other Duties as Assigned

MINIMUM QUALIFICATIONS:
Experience in security and safety analysis & management, with operational experience in extreme and high-risk environments.
Experience working in challenging contexts and volatile environments including chronic armed conflicts and locations where infrastructure decay is common.
Excellent interpersonal, communication and listening skills.
5+ years team management experience.
Adaptable and able to work with diverse groups of people.
Fluency in English is required.
Previous work experience in Ukraine is preferred.
Working capacity in Ukrainian is preferred.
