General context of the project

From 2015 to date, the Bolivarian Republic of Venezuela has experienced a sustained political and socioeconomic crisis that has rarely occurred in countries on that side of the Hemisphere. The lack of investment in state companies that provide public services, coupled with the fall in international oil prices in a country dependent on the importation of said product, caused the substantial deterioration of basic services, especially in sectors such as Health. , The education; Hydrological and Electric Power.

On the other hand, the large payroll of public employees dependent on the State, including among them the elderly (Pensioners), have seen their income diminished by constant inflation and the constant devaluation of the local currency, creating an increase in the gap that exists between those whose income is in foreign currency (minority), who can access the supply of goods and services that are on the market after the free circulation of foreign currency in the country, and those who receive their salary in local currency and who In the best of cases, it is enough for them to buy some food, so their livelihood depends on some additional bonuses also given by the state, as well as the allocation of a bag of food that is delivered infrequently.

Given the above, more than 7 million Venezuelans have left the country, especially to neighboring countries. However, in the last year at least 200,000 Venezuelans have embarked on a journey to the United States of North America by land, walking through the dangerous Darien jungle, located on the border between Colombia and Panama, in which section a large number have died victims of the conditions of the terrain as well as irregular groups that live in the area. This, coupled with the change in immigration policy in the United States, has meant that many of those who had decided to leave the country and have sold their belongings have had to return, which leaves them in a situation of even greater vulnerability and above all in border areas such as the states of Tachira, Apure and Amazonas.

General purpose of the position

Develop and implement security policies, protocols and procedures to guarantee security standards are respected.

Main responsibilities and tasksOverview the implementation of security policies, protocols and procedures
Control budgets for security operations and monitor expenses
Recruit, train and supervise security focal persons and staffs in coordination and in the field bases
Guarantee that all the mission staffs understand the importance of the security tools in order to work in a safe environment
Develop context and situation and risk analysis in order to ensure the correct update of the security and safety plan
Ensure networking and attend meetings with other INGO Security Manager and Officers
Support the incident management team in country as focal point in case of crisis management
Prepare reports for management on security status and incidents and breaches
Analyze data to form proposals for improvements (e.g. implementation of new technology)
Support the mission in establishment of Access, and risk management analysis and establishment of Safety and Security SOPs including contingency plan

Required profile and experience

EducationUniversity Degree in a relevant field (Social Sciences, Psychology, Social Work, Human Rights, International Humanitarian Law, or other fields related to social development and humanitarian work)
Master’s degree in human Rights, International Humanitarian Law, or other fields related to desirable​

Professional Experience
Minimum 3 years of working experience as Security Manager in a humanitarian/recovery context or relevant working experience in safety, security and risk analysis

Professional Requirements
Good understanding of humanitarian safety practices, procedures and principles and their application
Experience of humanitarian negotiation (with national authorities, local authorities, non-state actors, military forces) and humanitarian access in complex emergencies
Experience in reporting and emergency response planning
Teamwork and communication skills
Networking skills
Ability to work independently and in collaboration with remote technical supervision
Creativity, innovation and strategic thinking skills
Ability to work in remote field locations
Previous military and law enforcement experience is not required

Languages
Spanish and English Working knowledge – preferably with French intermediate knowledge.
