Location: Germany – U.S. Government Installations

Continuity Global Solutions (CGS) is pursuing a contract with a U.S. federal government agency to provide security management at U.S. Army installations throughout Germany. Armed security personnel will provide static installation access control, roving security patrols, intrusion detection system monitoring, pass and badge control, static personal security and other security related functions as required. The armed security personnel will provide protection of U.S. Government installations, materials, property, and personnel.

As part of this effort, CGS is looking for an experience Explosive Detection Dog (EDD) Manager. The EDD Manager will be responsible for the overall management and performance of the EDD program, ensuring that it meets financial, client and operational requirements.

Responsibilities:
Oversight of EDD training to maintain and develop EDD performance.
Direct line management of CGS field staff.
Providing EDD technical advice and guidance to field staff.
Ensuring EDD operations are carried out in accordance with CGS’s standard operating procedures.
Ensuring that CGS’s project performs are in line with contractual obligations.
Ensuring staff are carrying out EDD and other duties in a safe and efficient manner.
Accurate and detailed reporting.
Direct liaison with the client and national authorities.
Ensure that all handlers complete a daily physical check of each EDD and maintain a high standard of healthcare.
Overseeing EDD vaccinations and healthcare.

Required Experience:
Must have one of the following:Two (2) years of experience as a working dog Program Manager.
Four (4) years of experience as a Kennel Master.
Six (6) years of prior experience as a senior military or civilian Dog Handler.
The above experience must demonstrate the capability to manage an EDD program of comparable scope and magnitude (approximately 16 EDD Teams spread across different locations).
Experience in conducting EDD training with both dogs and handlers.
Leadership experience.
Project management experience is desirable.
Professional fluency in both English & German
Must have completed the German Industrie-Und Handelskammer (IHK) training program and possess an IHK Certificate
Must be a native-born citizen of a NATO-member country or a U.S. citizen (native-born or naturalized). Non-U.S. citizens are permitted only if they are ex-U.S. military or if they are a current U.S. military spouse/family member. Active-duty service members are not eligible.
Must meet, or be eligible to meet, security criteria in accordance with AER 190-16 requirements.
Must be able to pass a background check (e.g., European Police Good Conduct Certificates (EPGCC) for EU citizens; a National Crime Information Center (NCIC) Check – Interstate Identification Index (NCIC-III) for U.S. citizens; AE Form 190-45D for U.S. military spouse/family members.
Must be a resident of Germany for 12 consecutive months at the time of contract award
Must meet all other requirements of the Military Working Dog Program Manager position as specified in AR 190–12.
