About the job
We are looking for a Citizen Security Specialist to be part of the team implementing the Justice and Security Project in the Dominican Republic, funded by the United States Agency for International Development (USAID).

The Justice and Security Project is focused on improving citizen security through improved responses of the criminal justice system and informal systems to crime and violence, expanded access to justice, and prevention efforts that take an integrated approach to people's justice needs and the root causes of conflict and insecurity, involving key stakeholders: Dominican state institutions, civil society, the private sector and other organizations, and direct beneficiaries.

Likewise, the Project seeks to establish mechanisms that promote the use and inter-institutional and transparent management of data for decision-making, the promotion of coordination among the main actors of the criminal justice system, and the reduction of barriers to access to justice, especially for vulnerable populations.

The Justice and Security Project is implemented by , a USAID contractor. We have more than 40 years of experience worldwide in the development and economic growth sector, covering the areas of sustainable agriculture, supply chains, international trade, rule of law, and citizen security, among others.

Position Description:
The Citizen Security Specialist will be expected to co-lead, design and supervise the implementation of all initiatives and actions within the component of the project related to Citizen Security and institutional strengthening of the National Police.

Main duties and responsibilities:
Co-design programs and lines of action related to citizen security and institutional strengthening of the national police, adopting people-centered justice criteria and a systems approach.
Establish metrics and monitoring criteria linked to the project monitoring and evaluation
plan.
Directly supervise and monitor the executions within its component, according to the work plan and schedules of deliverables and results.
Ensure the technical quality of implementations, deliverables, and results.
Manage the collection of data, statistics, and information required for the various reports that the project must produce.
Build, develop, and maintain strong relationships with local beneficiaries in the technical area related to the citizen security and institutional strengthening component of the national police.
Provide direct technical advice to beneficiaries within the relevant specialized area.
Generate and promote integration and coordination among key stakeholders.
Collaborate in the formation and implementation of local working groups.
Support in the design of the work plan of the local working groups.
Collaborate in the formation and implementation of local data management groups.
Prepare execution and results reports.
Work in collaboration with the other technical areas of the project under the coordination of the Project’s Deputy Director.
Performs the activities and tasks assigned by the DCOP according to his/her skills and competence.

Experience and skills required:
Academic background in law, economics, criminology, public policy, public safety, international relations, social sciences, or related to the recruitment objective.
Master's degree, preferred.
At least five (5) years of experience providing mentoring, training, and capacity building, especially to police officers.
English Proficiency.
Experience implementing processes for generating and analyzing statistics for citizen security.
Skill in computer tools for generating graphics, infographics, and presentations.
Excellent communication skills and ability to work as part of a team.
Ability to work as part of a team in interdisciplinary and intercultural environments.
