Org. Setting and Reporting

This position is located within the Security Institutions Service (SIS) of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of SIS.
On 28 October 2022, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, through resolution 2656 (2022). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan- led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities

Within delegated authority, the SSR Officer will be responsible for the following duties:
• Assists in the overall management and administration of the SSR capacity. Also provides support in the development of the SSR capacity's support to national SSR efforts, as well as the day-to-day coordination of activities with other mission components (e.g. political, military, civilian; communications/public affairs; legal; policy/planning; mission analysis, etc.) and UN entities.
• Supports the provision of strategic and technical advice to both national stake holders and Mission/UNCT leadership on security sector-wide issues, with special emphasis on civilian oversight, management and coordination.
• Supports the development of mission strategy, policy and proposals with respect to support of national SSR efforts.
• Supports the delivery of coherent 'one-UN' support of national SSR efforts, together with all relevant Mission/UNCT
interlocutors, including coordination of Mission-UNCT assistance and through effective integration of all SSR programmes/projects and related activities undertaken by Mission components.
• Supports the provision of advice and assistance to key parties (e .g. SSR unit management and staff, established Commissions, government officials, etc.); consults with relevant stakeholders through inclusive and participatory processes.
• Assists national efforts to mobilize and coordinate international assistance to security sector initiatives.
• Provides UN SSR policy advice to the senior UN official responsible for SSR support, as well as assistance in strategic planning, design, implementation, review and evaluation of SSR programmes/projects.
• Prepares substantive input to SSR position papers and reports for presentation to relevant bodies.
• Establishes and maintains contacts and partnerships with key officials and other actors (national and international) inside and outside the organization in assigned areas of responsibility with a view to pursuing SSR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of SSR activities.
• Represents the SSR capacity and participates in international, regional or national meetings related to SSR, as required.
• Supervises the organization of meetings, seminars, and other events on substantive issues.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Responds to requests and reporting requirements from the SSR Unit, OROLSI, DPKO.

Education

Advanced university degree (Master's degree or equivalent} in political science, management/business studies, security sector management, public administration, international relations or related fields is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience in the area of security sector reform (SSR) or related area is required.

Experience in SSR at the sector-wide level is desirable

Experience in the coordination, development and implementation of SSR programmes and projects in post-conflict contexts is desirable.

Experience providing technical support in the area of SSR to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
