Job Summary
This position is in the Security Services Division, within the Corporate Services and Facilities Department (CSF). The Security Training Officer is part of the Front Office Team who works closely with colleagues from the International Security, Headquarters Security and, Business Continuity sections.

Under the direction of the Division Chief, the Training Officer will work with colleagues both inside and outside of the Division to develop and grow the Division’s training strategy in support of departmental and institutional objectives for safety and security.

The Training Officer will serve as part of a two-person training team to act as the primary learning specialists in the Division and work by applying direction, new concepts, ideas and best practices in instructional design, learning methodologies and training delivery

In partnership with colleagues from across the IMF, who will provide technical information and guidance, the Training Officer will be responsible for curriculum and course development, delivery, monitoring and evaluation and cost management for IMF-wide learning and training programs on security.

Specific job-related responsibilities include:Review and implement the existing training strategy, plans, and work programs to assure current training/exercise efforts are supporting the Division’s objectives and are in accordance with best practices in learning and training.
In collaboration with relevant stakeholders, ensure the training strategy remains relevant and responsive to align with business needs and that it represents a creative and innovative approach to security training.
Manage the implementation of all logistical and administrative support for training programs within the portfolio.
Act as the IMF focal point for all United Nations (UN) training and learning coordination groups and ensure IMF needs are represented in inter-agency discussions and decisions, monitor inter-agency developments and ensure Divisional management is kept appraised of developments for decision making.
Serve as lead instructor in training courses where appropriate and ensure that training courses are delivered by qualified and skilled trainers, to include multi-day Safe and Security Approaches to Field Environments (SSAFE) or Women’s Security Awareness Training (WSAT).
Ensure trainers implementing United Nations (UN) global training products for IMF audiences are certified.
Work with vendors to develop e-learning content and associated instructional material in close cooperation with IMF stakeholders..
Where necessary, develop creative, interactive training exercises through various mediums such as virtual reality or multimedia to maximize comprehension and application for participants.
Research, analyze, maintain and evaluate applications of new technology to training and learning, including virtual communities of practice, online learning technology, and approaches and training equipment and makes recommendations for their deployment.
Draft and disseminate communications materials and training schedules in close coordination with the Division’s Communications Officer.
Monitor and manage the Department’s training budgets and report on the utilization of program.
Create and manage a database to capture global initiatives on training.
Ensure that all internal training courses are appropriately captured and categorized in the IMF’s Learning Management System (Workday).
Provide high- quality, timely client support through the management of the security training mailbox and associated email addresses.
Act as the focal point for all Divisional needs from the IMF learning management system (Workday) and ensure appropriate engagement with IMF stakeholders to ensure consistent access of IMF personnel to Security Division training content, accurate capturing of training records related to Security Training courses and problem-solve to maintain high- quality client experience with Security Training

Qualifications:
Educational development, typically acquired by the completion of an advanced university degree, or equivalent, in education, behavioral science, communications, event management, or security risk management or a related field; or a university degree, or equivalent, supplemented by a minimum of six years of relevant training professional experience.Proven experience in instructional design; delivering training of trainers, and knowledge of learning management programs. Experience in developing such programs for international audiences and in overseas locations is preferred.
Demonstrated experience in delivering complex practical security training programs such as Hazardous Environment Awareness Training (HEAT) or SSAFE (Safe and Secure Approaches in Field Environments) or similar
Experience delivering security training courses catered to a wide range of needs
Proven knowledge and practical experience in the design of learning, didactics, instructional design, pedagogy, curriculum development, and awareness of best practices in adult learning.

Planning and Organization
Project management including developing and delivering an annual workplan of activities
Ability to pre-empt problems and challenges and address in a timely, creative and appropriate manner
Provide oversight of Divisional Training calendar and activities to ensure IMF clients are provided training products and services that are cohesive and coordinated across the Division

Monitoring and Evaluation:
Experience and knowledge in monitoring and evaluation activities that ensure learning objectives remain suitable to the development and retention of knowledge, skill and behaviors related to identified needs. Experience in the development of monitoring and evaluation tools

Technology and Innovation
Familiarity with key innovations in learning technology and approaches
Demonstrated skill in the identification of outside vendors and platforms to develop learning technology products and knowledge to select and implement appropriate instructional technologies

Budget and Logistical Management
Budget management, including keeping to strict requirements and timelines for implementation
Ability to manage event planning, including but not limited to, training venues, accommodation, transport, equipment management, first aid equipment and learning equipment

Knowledge of safety and security is preferable, however we are interested in hearing from highly motivated candidate with a background and passion for training and learning as the primary focus of this role.

This is a 1-year contractual appointment. Contractual appointments at the IMF are renewable for up to 4 years of cumulative service, pending incumbent’s performance, budget availability, and continuous business need.
