What will you do in this position?

You will contribute to the daily management of WFP’s security operations in Eastern Ukraine to facilitate the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.

One in three households is estimated to be food-insecure, rising to one in two in some areas of the east and south. More than 6 million Ukrainians have been internally displaced and more than 6 million have left the country. Almost 6 million Ukrainians are internally displaced and nearly 8 million are living as refugees in Europe. Many of those who remain have lost their livelihoods, especially in areas close to the front lines. Those who returned are struggling to rebuild their lives, having run out of money or found their homes reduced to rubble. WFP supports 3 million people every month in Ukraine, using a flexible mix of food and cash assistance. We support people wherever they are, including in areas close to the front line.


How can you make a difference?


In this position, you will have to: Provide technical advice and support e.g. security assessments and plans to COs to strengthen the capacity within security management and crisis readiness and preparedness.
Contribute to the development of systems and tools for the monitoring and assessment of security situation needs in line with innovative methodologies and best practices.
Contribute in conducting context analysis in conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG).
Assist with communications and negotiations to garner security guarantees or “acceptance” for WFP to operate in NSAG’s areas of control.
Keep up to date with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities.
Contribute to monitoring and maintaining an effective security management
communications system that enables rapid and coordinated security activities.
Contribute to productive relationships building with local partners to align activities and optimize the best protection for staff, activities and facilities.
Work in close collaboration with internal counterparts to align activities with wider programmes and ensure compliance with security policies and procedures.
Where supervisory responsibilities apply, manage security staff, providing coaching and guidance to ensure appropriate development and enable high performance.
Participate at local and inter-agency meetings e.g. Security Co-ordination Cells to present relevant security issues and contribute to technical discussions, exchange of knowledge and experience.
Support in organizing and delivering training sessions to build the security capabilities of WFP and external partners.
Prepare accurate and timely reports, e.g. mandatory Field Security reports that enable informed decision making and consistency of information presented to stakeholders.
Support the monitoring and evaluation of WFP activities, providing technical analysis and information as required to support the assessment of activity impact.
Follow emergency security preparedness practices to meet emergency food assistance needs.

Education: Advanced University degree in Security Management, International Relations or

Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Experience: Two years of relevant postgraduate professional experience, in the field of Security Management, preferably within the context of the UN System or an International Organization.

Knowledge & Skills: We are looking for a responsible and agile Security Officer, who:Has supported complex projects and operational activities that maintain security operations functions and feed into overall strategic aims.
Has gained experience in an emergency response and high-risk operational capacity.
Has provided direction and instruction to more junior staff members within area of expertise.
A sound understanding of the conflict dynamics in Eastern Ukraine.

Language: Fluency (level C) in English language. Basic knowledge of Ukrainian and/or Russian would be an asset.

This a Limited Fixed-Term Appointment at P2 level for one year. Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and candidates must be a national of a country other than the country of assignment. The position is based in Dnipro, Ukraine and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.
