This position is located in the Security Information and Operations Center (SIOC) in Baidoa (Baydhabo), Somalia. The Security Information Analyst will work under the guidance of the Chief, SIOC and under the supervision of Principal Security Advisor for Somalia (First Reporting Officer), and the Chief, Threat and Risk Assessment Service (Second Reporting Officer). The Principal Security Advisor (PSA) of the duty station is responsible for all administrative and logistical support. All duty stations within Somalia have been designated by the International Civil Service Commission as "E" hardship and non-family duty stations. 

Responsibilities

Within limits of delegated authority, and under the general supervision of the PSA or a Area Security Adviser (ASA), the Security Information Analyst is responsible for the management of information relevant to security, including collection, collation, analysis and dissemination, to be used as a decision-making and planning tool by the UN Designated Official and Security Management Team in a field mission to enhance the safety and security of UN personnel, assets and operations in the country. The Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines.

Specific responsibilities
• Contributes to the provision of advice to the PSA/ASA/Chief of Security Information and Operation Centre (SIOC) or a similar entity on threats affecting the United Nations;
• Assists the senior Security Information Analyst (SIA) in supervision of the Security Information Cell; Supervises the unit when there is no higher level appointed;
• Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to PSA//ASA or equivalent, Designated Officials and Security Management Teams;
• Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries;
• Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources;
• Assists Senior Officers, PSA//ASA or equivalent in the development of specific security risk assessments for individual UN programmes and activities in countries and regions, or in preparation of rapid threat and risk assessments;
• Contributes to the development of corresponding security advisories and recommendations on security operating procedures;
• Provides country-wide security risk analysis, briefing materials and presentations to PSA//ASA or equivalent, Designated Officials and Security Management Teams on security matters;
• Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents;
• Maintains effective communication channels with security authorities of host countries and other interlocutors;
• Drafts and coordinates timely dissemination of security threat information to mission leadership, Security Personnel;
• Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations;
• Contributes to the development of regional threat assessments in coordination with Chief Security Adviser or equivalent in neighboring countries;
• Supervises and guides the activities of the Security Information Analysts (if available) in the SIOC as well as any national staff assigned to the information cell;
• Performs other duties as directed by PSA/ASA or equivalent

Education
An advanced university degree (Master's degree or equivalent degree) in political, military or international relations or related fields. A first-level university degree, in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience
At least five years of progressively responsible experience in applied military, police, or political predictive analysis is required
At least two years of international experience in a multilateral organization in the field of criminology or corporate security is required.
Experience in the analysis of either security, crime, political, or military trends is desirable.
Experience in information or intelligence analysis is desirable.
Experience in the preparation of analytical statistical reports is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English ( oral and written) is required. Knowledge of another official United Nations language is desirable. .Assessment

• The duration of this Temporary Job Opening is for a period of six months, with the possibility of extension. This position is funded from an extrabudgetary project grant. The appointment or assignment and renewal thereof is subject to the availability of funds, budgetary approval and/or extension of the mandate. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
