Job Purpose
The Safety & Security Expert will carry out his/her duties in the organizational area overseen by the Safety & Security Focal Point of Save the Children Italy, contributing to the development of the organization’s S&S framework, the definition of standards, procedures, and processes and to raising the organizational culture in terms of operational safety.
The role involves frequent travels across the country to support and enhance the security of pre-existing and newly opened national programs, and to enhance the security of the staff involved (up to 75% of the time).
The Safety & Security Expert will carry out risk assessments; he/she will develop and update S&S risk management plans and standard operating procedures (SOPs) for the operations and activities implemented in the national territory.
He/she will be part of the IMT (Incident Management Team) and will develop comprehensive incident datasets in order to improve preparedness and strengthen mitigation measures with a view to continuous improvement of SC Italy operations.
He/she will support SC Italia S & S Focal Point in developing a capacity-building strategy and plan aimed at integrating S&S aspects into territorial operations and at raising the understanding of all staff on operational S&S issues.
The Safety & Security Expert will be connected to national and territorial platforms and networks in order to increase territorial understanding and coordination.

Responsibilities
Key areas of responsibility:
In collaboration with the National S&S Focal Point, define, review and keep updated the S&S policies, procedures, and support documents of Save the Children Italy;
Carry out context analysis and risk assessments of existing and newly opened operations on the Italian territory (National Programs) and develop related procedures (standard operating procedures) and risk management plans for the implementation and monitoring of corrective actions and mitigation measures;
Support the National S&S Focal Point in defining a framework and implementation plan of operational S&S, and in ensuring that the achievements are measured, reported, and reviewed when/if necessary;
Support the National S&S Focal Point in defining a strategy and plan for awareness raising, training, and capacity building on S&S issues for Save the Children Italy; help promote a positive culture of S&S that reaches all the staff of the Organization;
Train the staff at territories level, raising a culture of prevention and response, through workshops, online training/webinars, capacity on the job;
In collaboration with the National S&S Focal Point, define the Incident Reporting system and Incident Management, both in terms of processes and systematization, and in terms of capacity building and reporting awareness;
Participate in the IMT (Incident Management Team) according to the levels of engagement to be defined with the National S&S Focal Point;
Monitor trends in security matters and security incidents, and produce analysis and insights to support the leadership decision-making;
Contribute to the development and maintenance of policies, procedures, guidelines, and training that ensure the highest level of safety and security for personnel, the organization’s programs, and resources;
Collaborate with other S&S responsible figures and/or referents at Save the Children Italy, specifically with RSPP, ASPP, and Preposti (roles required by Italian Legislative Decree 81/2008), Operations Territory Experts, and HR representatives, according to communication tree defined with the National S&S Focal Point and based on harmonization between Italian occupational safety regulations and S&S NGOs requirements;
Support the operations of the Teams active in the North and South Borders. In the event of a natural emergency on Italian territory, support the Emergency Team in setting up the response;
In the absence of the Safety & Security National Focal Point, be a point of reference for the staff, including for staff on international missions/transfers in terms of Travel Risk Management;
External commitment as required: support in the development of territorial networks (forums with a focus on security, groups of analysts, etc…).

Qualifications and Experience:
Degree in areas related to Safety & Security and International Cooperation
Minimum 5 years of experience in Safety & Security Management with Non-Governmental Organizations
In-depth knowledge of the Safety & Security of NGOs and proven experience in applying S&S principles and tools in a wide range of working environments, including in a humanitarian context
Proven experience in S&S risk management, including in S&S risk assessment of sites/operations and interacting with other risk management areas within complex organizations
Previous experience in both face-to-face and remote/online training activities, with excellent communication skills
Previous experience participating in Incident Management or Crisis Management Teams
Proven experience in drafting S&S policies and procedures and excellent document writing skills.
Excellent analysis and monitoring skills, Strong problem-solving
Excellent interpersonal, negotiation, and relationship management skills with various stakeholders
Proactivity, flexibility, and ability to work under pressure and to tight deadlines
Good knowledge of spoken and written English

Other:
Availability and willingness to travel throughout the country (up to 75% of the time)
Possession of driving license B
Possession of postgraduate education and training certificates in S&S and Humanitarian fields will be considered an asset
International experience, in S&S, Humanitarian, and International Cooperation fields will be considered a plus
Knowledge of the Italian territory and of the Italian regulations on safety at work (Legislative Decree 81/2008) will be considered a plus
Sharing of the Mission and principles of Save the Children.
