Organizational Setting
FAO Security Services aim to enable a safe and secure operating environment in order to ensure continuity of operations in FAO headquarters and decentralized offices. FAO Security Services’ purpose is to reduce the risk of harmful acts, accidents, natural and technological hazards to FAO personnel, eligible family members and visitors to FAO premises and to safeguard the integrity of premises and assets.

The Security Specialist provides support and advice at the country level to FAO programmes and activities within the designated area of responsibility (AOR).
A post located within the FAO Representation to Haiti is to be covered as soon as possible. In addition, all suitable candidates will be incorporated into a corporate roster for future needs/opportunities in French-speaking countries.

Reporting Lines
The Field Security Specialist reports to the FAO Representative and is under the technical supervision of the Chief of FAO Security Services (CSLS) and the Field Security Coordinator through the Regional Security Advisor.


Technical Focus
The Field Security Specialist will contribute to the safety and security of all FAO personnel and eligible family members, assets, programmes and projects in the AOR.


Tasks and responsibilities

• Advise the FAO Representative on all Safety and Security matters in the designated AOR;
• Apply and monitor the implementation of the Organization’s established policies and procedures on Safety and Security in the AOR and applicable United Nations Security Management System (UNSMS) policies and procedures;
• Make recommendations with a view to ensure continuing compliance with the UN System-wide Security Risk Management Measures (SRMM) and the Residential Security Measures (RSM) and follows up on these recommendations to ensure their implementation in the AOR;
• Contribute to continuous coordination with the United Nations Department of Safety and Security (UNDSS), government counterparts and other local authorities (political and humanitarian, police, military, etc.) in the AOR as required;
• Participate in Security Cell meetings contributing to the Security Risk Management process, discussions on Local Cost Shared Security Budget by providing information regarding FAO activities and programme assessments, and brief the FAO Representative on issues discussed;
• Contribute to Safety and Security awareness by disseminating security advisories, providing security training and conducting security briefings for all personnel, visitors and eligible family members;
• Ensure protection of FAO personnel and eligible family members, assets and facilities in accordance with provisions of the UN Security Management System by strengthening the security arrangements at FAO facilities through appropriate security and contingency planning and, in close cooperation with the UN Department of Safety and Security (UNDSS), by coordinating 24/7 response to all security-related incidents involving FAO personnel and assets in the AOR;
• Advise and assist FAO personnel in the compilation and submission of security incident reports;
• Provide all FAO personnel, particularly external missions, with security briefings, situation reports and other appropriate security-related information and training;
• Advise and assist FAO Representative in management of crisis situations.
• Contribute to the planning, coordination and execution of evacuations and relocations of FAO personnel and eligible family members;
• Undertake missions to the program sites in the AOR as required and assesse prevailing local security conditions, identify security risks and advise personnel on security risk management strategies;
• Directly supervise security personnel including training and performance monitoring of security contractors, guards and security escorts personnel;
• Keep a record of all security related assets (Radios, Sat phone, PPEs, Armored Vehicle, X-Ray scanners and metal detectors, medical equipment) and ensure that equipment is correctly maintained and that FAO personnel are trained in their use;
• Plan and coordinate mandatory safety drills on FAO premises;
• Support the deployment and utilization of operational emergency communications systems, including its installation, training, operation and maintenance;
• Provide advice on selection and procurement of other appropriate security and safety equipment;
• Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements


• University degree in security and risk management, social/political science, military science, public administration, law enforcement, law or related area;
• Five years of relevant experience in security risk management or safety and security service in a national security and/or military setting including 2 years in a leadership role;
• Working knowledge of French (level C) and intermediate knowledge of English (level B). For PSA, working knowledge of French is required.
