POSITION SUMMARY:
The HIAS emergency response roster upholds our mission to support refugees and displaced populations in times of crisis. We are seeking passionate humanitarian professionals to join our initiative to help serve and respond to humanitarian emergencies.

HIAS seeks an experienced Safety & Security Manager to join its global external surge roster. HIAS established its emergency roster to access a pool of experienced and qualified candidates with a demonstrated background in emergency response and complex humanitarian programming.

Upon emergency deployment, the Safety and Security Manager is the content expert and responsible individual for safety and security management in support of emergency response activities in the field. This position reports to the Emergency Response Director and works under the technical supervision of the Regional Safety and Secuirty team. The Safety and Security Manager is responsible for providing response-level leadership on safety and security management and operational support to enable the safe and effective implementation of HIAS programs and activities.
To join HIAS’ emergency roster, candidates will need to apply as instructed through the website. All roster members will be requested to keep HIAS updated as to their interest and availability to be deployed and/or remotely support on emergency responses. If/when opportunities arise that meet a roster member’s skill set, they will be contacted and will go through an expedited selection, and contracting process, including salary agreement based on the role and location of the roster surge support placement. While on the roster and not working/deployed, roster members will not receive compensation or benefits of any kind but may potentially have access to trainings.

ESSENTIAL FUNCTIONS:
• Conduct country access and advance security assessments in support of deployed emergency response team.
• Facilitate the implementation of HIAS Safety and Security policies and guidelines at the response level.
• Conduct site-specific safety and security assessments for HIAS offices, and other program locations and advise on new site locations.
• Provide regular security updates and briefings to staff, including briefing of visitors and other short term deployees.
• Develop and implement journey management procedures where appropriate.
• Conduct safety and security risk assessments and treatment solutions on an ongoing basis.
• Works with program staff and leadership to develop access and acceptance from relevant stakeholders.
• Monitor, evaluate and report safety and security risk management, travel security and duty of care application and adherence of policy, standards, and processes.
• Develop and conduct training and drills that support security awareness, standard operating procedures, contingency plans, and emergency response.
• Coordinate with other team members to ensure staff know how to identify health risks, how to protect against illness, injury, and stress, and how to obtain proper support or medical treatment; lend support to HR on staff welfare issues as requested.
• Ensure response plans and budgets reflect responsibilities for staff management, training, support, security, and well-being.
Training and Advisory:
• Strengthen security awareness and skills of all staff.
• Support the integration of security into operations.
• Engage and collaborate with senior leadership and programs to strengthen stakeholder acceptance approach and actions.
• Active participation and regular coordination with the country senior leadership team.
• Represent HIAS externally and in inter-agency forums, and where security forums do not exist, create them.
Threat and incident management:
• Communicate foreseeable and present security threats to staff and leadership, using escalation protocols and procedures.
• Be prepared to implement best practices in crisis management based on HIAS Crisis Management Plan.
• Ensure threats that could impact HIAS country operations or personnel are being communicated accurately, succinctly, and timely to leadership and staff.
• Lead on incident information management during a critical event and keep current all notes, logs, and information.
• Encourage and train staff and supervisors to actively report security threats and incidents completing appropriate follow-through and closure processes regarding reported events.
• Report and update incidents using the established protocols.
• Conduct incident data analysis and share the information with country leadership and HQ Safety and Security Department.

QUALIFICATIONS & REQUIREMENTS:
• Bachelor’s Degree in a related field required; Master’s Degree preferred.
• Minimum eight years of working experience in emergency/humanitarian response, at least 3 of which must be in the field and management level.
• Extended professional experience in austere and/or conflict affected environments.
• In depth knowledge of safety and security risk management practice as related to humanitarian assistance agencies including physical security and communications.
• Excellent understanding of humanitarian acceptance methodologies and procedures.
• Demonstrated ability to work in diverse and cross-cultural teams to achieve common objectives.
• Collaborative and team oriented.
• Excellent interpersonal, oral, and written communication and negotiation skills.
• Demonstrates excellent judgement.
• Capacity to develop buy in for a culture of safety and security awareness.
• In depth knowledge and understanding of physical security and country specific health and safety requirements a plus.
• Willingness to work in emergency contexts that may limit or restrict movements within or outside of country/context during deployment.
• Willingness to relocate for at minimum three months with a minimum of 72 hours’ notice.
• Completion of Hostile Environment Awareness Training (HEAT) within the past three years preferred; will be provided by HIAS if none.
• Fluency in English both verbal and written required; additional language skills in French, Spanish, and Arabic preferred.
• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations.
• Ability to write reports, business correspondence.
• Ability to effectively present information and respond to questions from groups of managers.
