Summary: 
This position is in direct support of the Department of State’s (DOS) Worldwide Aviation Support Services (WASS) contract which supports US Diplomatic missions and engagement efforts around the world. Accountable to the AAR WASS Country Site Manager in managing aviation support to a US Embassy Country Team and / or DOS INL/A in the execution of their aviation program. Support the Country Site Manager in management of all operational and administrative functions necessary for the safe, efficient, and effective FW and/or RW operation at the MOB, FOBs and other locations as directed by DOS INL/A. Responsible for all personnel and equipment assigned to the site in the absence of the Site Manager.
ESSENTIAL DUTIES AND RESPONSIBILITIES 
Support the Country Site Manager and act on his/her behalf when absent in the following duties and responsibilities. 
Exercise tactical control of a fleet of fixed-wing and/or rotary-wing aircraft to support domestic and international air movements and flight operations within the assigned country or area of operations..
Act as the AAR WASS primary contributor to the strategic direction of all contract related operations, activities, and resources within the assigned country or area of operations. .
Act as the AAR WASS primary representative and manage all in-country communications with all US Embassy staff and DOS INL/A representatives. 
Responsible for in-country operations (MOB and FOLs) to include maintenance, logistics, and administrative support requirements. 
Ensure operational requirements are safely and efficiently accomplished in accordance with established directives, standards, and operating procedures. 
Ensure all contract required audits, reports, financial, and suspense requirements are met, and mission orders are consistent with, and in support of, contract obligations.
Ensure compliance with Force Protection measures and security requirements. 
Ensure assigned personnel comply with AAR WASS training and administrative requirements (e.g., LMS, Safety, Security, ITAR, etc.) 
Coordinate with the AAR WASS PMO and Functional leaders to develop, manage, and represent all AAR WASS programs in the assigned country and ensure program success. 
Carry out supervisory responsibilities in accordance with the organizations policies, procedures, and applicable laws. 
Prepare customer briefings and serve as the in country subject matter expert. 
Maintain strong relationships with key customers and vendors.
Position requires a U.S. Security Clearance.
Perform other duties as assigned.

EDUCATION and/or EXPERIENCE:
BA/BS degree in Management or equivalent discipline.
Ten (10) years technical or professional experience in management and operations of a rotary- and/or fixed-wing aircraft fleet. 
Five (5) years of program management experience with one (1) year in projects of similar size. 
Prior US military aviator. 
FAA rated pilot certification. 
Experience as a Pilot-in-Command in austere/hazardous environment CONUS and OCONUS. 
Demonstrated experience managing complex OCONUS flight activities for RW and/or FW aircraft.
Demonstrated working knowledge of aviation operations.
Strong English speaking and written communication skill.

Preferred:
Experience flying with Night Vision Goggles (NVGs).
Mission qualified PIC in one of the assigned aircraft (RW or FW) at the highest flight activity level.
Knowledge of assigned country and its operational environment. 
2,000 hours Pilot-in-Command time. 
Experience as a host nation military advisory (for Train and Assist sites).
