Summary:

The Subject Matter Expert (SME) SWAT Training and Logistics Advisor will mentor and advise the HNP SWAT Commander and Tactical staff to improve the tactical efficiency of the HNP SWAT Unit including operational planning and execution of police operations. Help structure in-service training requirements for SWAT members and increase the capacity of the Unit’s train-the-trainer program and advises the Commander on budget planning. Provides guidance on managing, maintaining, and safeguarding SWAT equipment in coordination with HNP logistics and INL Haiti. Makes recommendations on improving standard operating procedures and management controls including the SWAT Unit’s use of force continuum. Coordinate all activities and participates in regular Embassy meetings with INL Haiti and other U.S Embassy offices. Drafts written reports detailing activities undertaken and constantly reassesses the SWAT Unit’s challenges and successes.

Please NOTE: The new Haitian National Police II contract requires the incumbent for this positions to work 48 hour workweeks.

Primary/Major Duties and Responsibilities (Essential Functions):
Improve tactical efficiency of the HNP SWAT command and the tactical unit/staff;
Mentor and advise Unit leadership on operational planning and execution of police operations;
Structuring SWAT in-service training requirements and increase capacity of the train-the- trainer program;
Advise commander on budget planning and managing, maintaining, and securing SWAT equipment in coordination with HNP logistics and INL Haiti;
Improve standard operating procedures and management controls, including the use of force continuum;
Coordinate all activities with INL Haiti, attend regular Embassy meetings with INL Haiti and other U.S Agencies and draft written reports outlining activities, with constantly updated assessments of SWAT Unit challenges and successes.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
Active duty or retired from a bona fide police department (preferably a metropolitan area), sheriff’s department, or federal drug enforcement agency.
Bachelor’s degree or equivalent experience, and a minimum of 10 years of law enforcement experience, at least five (3-5) years of which are within a U.S.- SWAT team, management, organizational development, planning, and/or training, two years of which must have been at the rank of Sergeant (or equivalent) or higher.
Certified Firearms Instructor and/or experience recommended.
Strongly demonstrated analytical skills and hands-on experience in case investigations of financial crimes, corruption and/or money laundering.
Willingness and capability to work in a fluid environment, and under challenging circumstances.
In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at a command level or equivalent to at least the GS-14 level.
Good working knowledge of Microsoft Office Suite and experience using Internet resources to conduct research.
Prior international experience working in judicial affairs, law enforcement development, or financial investigations.
French/Haitian Creole language ability preferred but not required.
