Forensic Disciplines and Automated Fingerprint Identification Systems Senior Non-Key Expert

Location: East Africa,
Indicative Starting date: Upon Signature of the contract, indicative deployment dates are late January or early February
Latest End Date: One month after signature of the contract
Total number of working days: 20 working days

Objectives of the Assignment

The objective of this assignment is to provide technical support to police in East Africa in developing user and equipment specifications, procurement and delivery of an Automated Fingerprint Identification System (AFIS) Equipment.

Description of the Assignment
The overall assignment includes a mix between remote, desk-based work and a single mission of 5 days. The expert will be asked to undergo a review of the national fingerprint capacities of the police (in one East African country) and based on the review develop detailed specifications for enhancement of the finger print system or procurement of a new AFIS system. This includes an inception and initial assessment report (3-5 pages) detailing the options the Police may consider in developing an AFIS capability but also providing some analysis of the requirements to management and deploy the system in the medium to long-term. A determination of whether the current, moribund Idemia AFIS system, can realistically be reactivated and/or whether the existing digitised data sets can be retrieved. Developed and costed AFIS equipment specifications to include livescan options, installation, maintenance, licensing and user training. Identification of possible equipment suppliers who have a presence in East Africa with progressive levels of service provision to include back record conversion, options on storage capacity and remote work terminals
Recommendations on infrastructure and security of provided equipment. A final report with options and recommendations and a presentation thereof will be required.


Required Skills and Competencies
Required skills and qualifications of the individual consultant include:
• Academic degree in a relevant field such as Forensic Science, Criminology, Crime Scene Investigation or another relevant discipline;
• Postgraduate degree in a relevant discipline.

General professional experience:
• At least ten years of relevant professional experience in working with law enforcement or forensic services in the delivery of Automated Fingerprint Identification System investigative services;
• Demonstrable competence in conducting research and report preparation;
• Experience of working within a criminal justice system is an advantage;
• Ability to conduct the assignment with minimum support;
• Knowledge or experience of working in the East African region is a distinct advantage;
• Experience in qualitative research, participatory data collection and analysis;
• Excellent communication skills and experience in establishing strong working relationships with a wide range of stakeholders;
• Advanced computer literacy;
• Fluency in English including excellent speaking, presentation, and written reporting abilities;
• Good interpersonal skills.

Specific professional experience:
• Demonstrable experience in conducting similar assignments including the design and implantation of AFIS systems;
• At least three years of experience in the management of forensic criminal investigations;
• An internationally recognised fingerprint expert/examiner status would be a distinct advantage;
• Demonstrable experience and understanding of international standards in the fields of gender, children’s issues, equality and empowerment.
