Org. Setting and Reporting

This position is in the Panel of Experts (POE) for Yemen Close Protection Team, situated in the Security section of the Office of the Special Envoy of the Secretary-General for Yemen (OSESG-Yemen). The Close Protection Officer (CPO) reports to the Close Protection Team Leader (CPTL) and is under the overall supervision of the Chief Security Officer (CSO). This position is funded by the Special Political Missions budget administered by the Department of Political and Peacebuilding Affairs (DPPA), Security Council Affairs Division (SCAD) based in New York. As such, the position incumbent will also report to DPPA/ SCAD.

Responsibilities

Within delegated authority, and under the direct supervision of the Close Protection Team Leader, the Close Protection Officer will carry out the following duties:
• Conducts and coordinates protection operations for the Panel Members/SESGY and other Senior UN officials (SUNOs)
• Remains within the proximity of the principal at all times and implements mitigating measures to preserve his/her security and safety
• Remains vigilant and alert in case of any threat to the protected person and acts accordingly
• Conducts all close protection operations as outlined in the UNDSS Manual of Guidance and policies on close protection Operations
• Coordinates activities with relevant parties and interlocutors including other appropriate security organizations as required
• Manages all close protection equipment to ensure its operational readiness and carries all issued equipment while on duty
• Conducts advance work and implements pre-established security arrangements
• Contributes to pre-deployment briefings
• Assists in training sessions on close protection matters to keep abreast with current tactics and techniques
• Proactively participates in the efforts to develop and enhance the work of the OSESGY Security section, especially in her/his own areas of expertise
• Contributes to the efforts to establish a Comprehensive security approach for the Office of SESG Yemen, especially in maintaining and enhancing the safety and security at the offices and guesthouses where POE and OSESG Yemen staff work and live
• Performs other duties, as assigned

Education

A valid driver’s license is required.

UNDSS Certification as Firearm Training Officer (FTO) is desirable

UNDSS Certification as RCPOC instructor is desirable

UNDSS Close Protection Officers Course (CPOC/RCPOC) is desirable

An international, national or commercial close protection training is desirableWork Experience

A minimum of six (6) years’ progressively responsible experience in close protection with a local, national, private or international security organization is required.

At least one year’s experience and exposure at the international level and in a conflict or post conflict environment is required.

Experience and proficiency in the use of close protection weapons, communications, surveillance equipment, and vehicles is required.

Experience in static and mobile protection and close protection command post operations is desirable.

Experience in close protection response techniques and in conducting close protection training is desirable.

Experience in conducting physical security inspections of UN, government or INGO facilities, guard force management, and the monitoring/evaluation/improvement of such facilities' safety and security measures is desirable.Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.Assessment
