Objective
The Consultant will assist in the development of security and safety policy and protocols for program operations in Nigeria; keeping program teams informed with up-to-date local information that affects security and safety procedures and day-to-day operations. Additionally, s/he will be responsible for supporting security operations in the field.
Duration
The consultancy is for a period of 12 months renewable contract
Duties and responsibilities:
The Consultant shall work under the guidance of the Country Director and will undertake the following task: Conduct comprehensive assessments/studies on security infrastructure and operations as well as workplace safety
Maintain strategic relationships with key government ministries and the Nigerian security sector, including developing relationships with local security professionals, NGO/IP security managers, and security forces for the purpose of enhancing intelligence-gathering capabilities and support networks
Develop and guide the adoption of appropriate safety and security policies and standards, as well as standard operating procedures (SOPs), tools and templates for the effective implementation of developed policies and standards
Contribute to the overall management of safety and security, including but not limited to the production of plans and budgets; participation in security threat assessment and the production of regular security advisories; as well as the organization of regular meetings on safety and security.
Provide expert guidance, advice and support in terms of overall safety and security
Provide guidance and lead efforts to create a safe work environment, as well as develop and implement safety training and awareness activities for all staff
Provide daily & weekly security updates on incidents, trends and risk mitigation
Monitor the local environment in the areas of operation and recommend changes in security posture when necessary
Develop a security risk mitigation plan for identified risks associated in the areas of operation
Identify existing security coordination platforms in the areas of operation (especially those used by existing donor agencies), their membership, and requirements for Heifer International to be accepted as a member
Perform all other duties on safety and security as may be required.

Bachelor's Degree or International equivalent in Criminology or Criminal Justice, Political Science, Homeland Security, Security Administration or related field.
Typically requires 10 years of working with law enforcement/ in a Security function coupled with experience working with international donors, INGOs, or other humanitarian security experience directly related to Nigeria or West Africa
Demonstrated experience in implementing security strategies, policies, procedures and standards
Must be proficient in producing and presenting security reports and briefings using Microsoft Word, PowerPoint Presentations,
Demonstrated good understanding of the security context in Nigeria
Proven expertise in Nigerian security issues, including current threat environment, security policy, key actors, risk assessment, and best practices
Demonstrated ability to produce security deliverables and documentation, such as security risk assessments, site assessments, standard operating procedures (SOPs), and briefing documents

At least three references of other clients for which similar assignments were undertaken, with contact information for each
CV (not to exceed 5 pages)Highlighting related assignments completed, and roles in the completed assignment
A summary of previous assignments undertaken within the last 3 years
Submissions must be in English and typed single-spaced using Times New Roman font size 12, with a complete set of appendices/attachments as applicable. The deadline for submissions is by close of business December 15, 2022. Proposals received after the submission deadline will not be considered. Applicants are responsible to ensure their proposals are submitted according to the instructions stated herein. Heifer retains the right to terminate this RFP or modify the requirements upon notification to the Offerors.
