Result of Service
- Establishing law enforcement contacts with Senior Law Enforcement officers in Southern Africa, Interpol and in SARPCO.
- Tailoring of training package for training of law enforcement officers (ad interim until final national training packages are developed) based on the UNODC training package for law enforcement.
- This includes development of mock cases for training purposes for
a) Border law enforcement
b) Training Schools (urban)
c) General police trainings
- Provide technical and operational support to Law Enforcement Officials during pre-planning, operations & review of intelligence driven operations targeting trafficking in persons and smuggling of migrants syndicates in SADC region in line with agreed technical assistance plan with the INTERPOL Regional Bureau for Southern Africa in Harare and with SADC in Gabarone.

- Undertake training(s) for law enforcement in SADC countries.
- Provide Case mentoring for investigators on on-going investigations related to smuggling of migrants and trafficking in persons in line with agreed technical assistance plan with INTERPOL Regional Bureau for Southern Africa based in Harare and with the SADC Office in Gabarone.
- A report on each case/ on the cases mentored as well as trainings delivered (at least three) will be required as a deliverable.
- Undertake training(s) for law enforcement in SADC countries.
- Provide Case mentoring for investigators on on-going investigations related to smuggling of migrants and trafficking in persons in line with agreed technical assistance plan with INTERPOL Regional Bureau for Southern Africa based in Harare and with the SADC Office in Gabarone.Work Location

Duties and Responsibilities

Under the overall supervision of the Regional Representative and within the framework of the UNODC Regional Programme for Southern Africa, the consultant will perform the following tasks:

a) Support the Programme to enhance engagement and partnership with law enforcement in SADC member states listed in para 2 above.
b) Support in the tailoring of training package for training of law enforcement based on the UNODC training package for law enforcement.
This includes development of mock cases for training purposes each for
- Border law enforcement
- Training Schools (urban)
c) From the foregoing, undertake training at at least seven instances and up to ten instances for law enforcment in the SADC Region.
d) Provide technical and Operational support to Law Enforcement Officials during pre-planning, operations & review of intelligence driven operation BASADI targeting trafficking in persons and smuggling of migrants syndicates in the SADC region in line with agreed technical assistance plan with the INTERPOL Regional Bureau for Southeren Africa.
e) Provide continuous support to SARPCO/Interpol including providing law enforcement expertise for the planning and execution of intelligence driven operations targeting both trafficking in persons and smuggling of migrants’ syndicates in the SADC Region and participation in trainings and meeting.
f) Provide case mentoring for investigators on on-going investigations related to smuggling of migrants and trafficking in persons in line with agreed technical assistance plan with INTERPOL Regional Bureau for Southern Africa.
g) Contribute to research on Trafficking in Persons and Smuggling of Migrants in the Region by identifying key and emerging issues, from the engagement with law enforcement and from the various trainings, mentoring and operations.
h) Provide substantive inputs to the development and implementation of UNODC projects on smuggling of migrants and trafficking in persons under the purview of the Law Enforcement Section and TIP/SoM Programme Unit.
i) Draft and submit an output oriented final report for activities supported and any relevant annexures.


a) Reporting
Under direct supervision of the Trafficking in Persons Programme Officer, the consultant will work closely with the UNODC ROSAF TiP /SoM team.

The consultant shall submit a comprehensive report of each activity supported, no later than 10 working days after each activity supported.

Qualifications/special skills

- An advanced university (Master's degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of criminal justice, crime prevention and/or law enforcement is required. A first-level university degree OR equivalent academic education, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention, criminal investigation, law enforcement, border management, border working techniques and/or other related areas, in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification or other qualification in training design and delivery is an advantage.
- At least ten (10) years of professional work experience in law enforcement and investigation of organized crime, intelligence, etc., as well as practical experience in working in law enforcement crime units at the national and/or international level is required
- Work experience on Transnational Organised Crime – including on trafficking in persons and/or smuggling of migrants is required.
- Work experience in mentoring, training and supporting national agencies in charge of countering organized crime is desirable.
- Work experience in Africa in the field of law enforcement is desirable.

Languages
- English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
