About the Company
Inkomoko, with 220+ staff in 18 offices across Rwanda, Kenya, and Ethiopia, is the largest lender to refugee entrepreneurs in Africa. Since 2012, we have provided training, consulting, access to finance, and market-level systems change to help 41,000 entrepreneurs, including refugees, across East Africa, grow their businesses. In 2023, we will open in South Sudan, and by 2030, we will expand to four additional countries to serve more than 550,000 clients, and deploy a $30M USD investment fund.

About the Opportunity
As Inkomoko’s team expands, and our colleagues continue to work in and travel to more complicated and rapidly changing external environments, we seek a consultant to ensure that we have the policies, protocols, and support available to keep colleagues safe, and effective. We currently have piecemeal policies that are location specific, but not overarching or consistent, have not trained staff on these policies, etc. We are currently building a full-time security and safety team, but do not currently have dedicated staff. Establishing a risk profile, policies, and training will be the first step as we seek to build a full-time team.
This RFQ was issued by Inkomoko to identify and select the right consultant to develop a full company risk profile, review and develop the company's risk prevention and response policies, and train staff to adhere to these items.

Responsibilities
SCOPE OF WORK & PROPOSED METHODOLOGY
The selected consultant will be expected to understand the company context and operations, develop deeply practical approaches that are based on the local contexts in which Inkomoko operates, and develop pieces of training that can be delivered online through the company’s Moodle platform. This scope of work will be a launch point to the development of a “safety and security culture” that seeks to empower staff at all levels to identify, mitigate and manage the risks they face every day.
The proposed scope of work and methodology includes the following:
Assess the Company and Context
Review existing policies and procedures
Interview key stakeholders including staff, board, and external partners
Understand the programs across all locations, particularly those at the highest risk
Understand and map the different risks in the current project locations
Understand the program growth for the next 24 months to inform a future roadmap

Develop Policies/Plans
Identify, propose and articulate company Risk Appetite, Safety, and Security Policy, and Crisis Management Plan.
Develop country/location security plans for each country/project location (including crisis management responses).

Train at Multiple Levels
Develop and implement staff training on personal level and policy level, recorded on Moodle for staff to be able to watch at their own pace
Develop and implement live(online or in-person) senior leadership training on organizational expectations/requirements, decision thresholds, and reporting requirements to manage risks with the organizational framework.

Assessment memo to establish point-in-time review and gap analysis


Risk Appetite Statement
Safety and Security Policy
Crisis Management Protocols
Risk assessments for each project location
Country Safety and Security Plans for each country
Leadership training on policies and country-level documentation.
Staff security training on policies, uploaded on the company’s Moodle.com account
Final memo of proposed next steps for a future road map

Minimum Qualifications
Inkomoko seeks a proactive, resourceful, self-motivated security and safety consultant, who cares deeply about people and is an excellent communicator.

A successful proposal will demonstrate:
Previous experience developing risk assessments and policies for NGOs in East Africa, with experience in the refugee context, strongly preferred
Industry expertise and excellent knowledge of health, safety & security management.
Expertise in concepts of duty of care for the organization’s responsibility
A skilled trainer with previous experience developing and delivering online content
Gender lens is strongly preferred
Ability to travel locally, regionally, and internationally
