Job Purpose

To support the NO daily management of Security in the context of the Cat III Emergency Response, in ensuring that effective security measures for the Response Office programs and for the NO, are both appropriately planned for and addressed within the national context. Lead in the optimization of organizational security and the mitigation of operational risks for ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security.
Major Responsibilities:

Strategy & Planning
Develop and implement the Response Office as well as the NO security strategy in alignment with WV security policy so as to ensure the operational priorities of both NO and Response Office are appropriately supported.

Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with current Office of Corporate Security guidelines and training

Provide leadership/ management of the security team in country.

Security Operations

Work with the National Director, with the Response Director and Regional Security Director to carry out Security Risk Assessments as required/directed.

Country Risk Ratings are established and updated as required

In tight cooperation with the Country Security Manager, ensure that the Core Security Requirements are implemented in line with Country Risk Ratings as well as all the contingency plans (MEDEVAC-Evaquation-Hibernation-CASEVAC)

Considering the feedback and information provided by the Country Security Manager, provide input and support to management in crisis situations and critical incidents

Conduct security investigations when required.


Networking and External Liaison/Engagement

Represent WVI at local INGOs & NGOs, UN and other relevant partners/stakeholders security network meetings and ensure information from these groups is disseminated to relevant staff.


Maintain and keep on build ongoing networks for sharing security information and coordination with the UN agencies, the Govt and other relevant partners.


Seat at all the most relevant partners/stakeholders tables as an influential member of the Security community in country to let WVI Mali voice being heard and considered in the decision making process of partners operational support activities.



Capacity Building and Technical Training
In a cooperative manner with the Country Security Manager, coordinate the assessment, development and implementation of the Response Office capacity building plan for security management based on local security risk assessments.
In coordination with the WARO RSD and RSA, promote plan and deliver appropriate staff security training sessions: SAINT, SRMT, Fire Prevention, First Aid, etc.
Pro-actively seek to develop a culture of security awareness and monitor staff compliance.
Buy in a stronger organizational security culture by assessing staff security training needs.


Reporting and Documentation
Provide regular security reports to the NO, to the Response Office, to the Region and to the Security Safety and Resilience Team as required.
Ensure that all security incidents are reported in accordance with WV Security Policy and timely managed, analyzed and closed.
Conduct performance reviews of the field-based security focal persons.
Collect, analyze and disseminate security information appropriately.


KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience

Relevant Bachelor’s degree (Master preferred) in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. Or 5 years equivalent field experience in organizational Security Risk Management.


Previous experience in the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services).


REQUIRED: Confirmed employment of the security officer is contingent on him/her passing the HEAT training course within 90 days of employment (probation period) Currently subject to travel restrictions and resumption of HEAT sessions.
At least 5 years’ experience in a proven security or emergency service field (public, private, and government or NGO sectors in military, security or law enforcement services): Operational experience; and Strategic / Managerial experience.
Minimum five (5) years’ experience working with UN Agency / NGO.
Radio and/or Satellite phone communications experience, operations and management.
Demonstrated experience in designing and delivering training.
Demonstrated project management skills and the ability to work effectively under pressure (particularly in a crisis situation).
Ability to communicate well in English & French (verbal and written) – particularly in a crisis situation.
Computer literate (Word, Excel, PowerPoint).
Professional - behave in professional manner at all times and demonstrate ability to represent the organization well at interagency meetings.
