Org. Setting and Reporting


This position is located in the field mission of the United Nations Interim Administration Mission in Kosovo (UNMIK). Under the overall supervision of the United Nations Department of Security and Safety (UNDSS) Security Advisor/UNMIK Chief Security Officer (SA/CSO), the Security Officer, FS-5, reports to the Deputy Chief Security Officer (DCSO), as assigned.

ResponsibilitiesWithin limits of delegated authority, the Security Officer, FS-5, will be responsible for the following duties:
• Development, maintenance, timely update, and dissemination of Security Risk Management (SRM) process in compliance with the UNDSS Security Policy Manual (SPM) to all relevant clients, with analysis and assessment based on the applicable threat categories.
• Monitors and reports events, activities, incidents pertaining to the safety and security of UN personnel and their eligible dependents at the duty station.
• Prepares timely reports, updates, and dissemination of Security Management Team (SMT) minutes, Daily/Weekly/Flash situation reports, including situational analysis and briefing notes to the UNMIK Senior Management Meetings (SMM).
• Prepares and ensures that all Standard Operating Procedures (SOPs), Security Plans, as well as input to the mandatory Quarterly Activity Reports (QAR) are updated and disseminated to all relevant clients.
• Prepares, reviews and updates Personal Security Risk Assessments (PSRAs) for a Special Representative of the Secretary General (SRSG)/ Designated Official (DO) and any visiting Senior United Nations Officials (SUNOs).
• Monitors and ensures that UN personnel are in compliance with travel advisories and security clearance procedures and maintains a tracking system.
• Maintains good contacts and relations with other security officials and interlocutors of the UN system in Kosovo, International Organizations, and Local Authorities including National Security Focal Point (NSFP) with a view to obtaining information for the best possible protection of personnel employed by the UNSMS and their eligible dependents.
• As and when required, prepares, and provides SA/CSO briefings for the DO/SMT/Senior Mission Management, on any significant incident/event, emergency with situational analysis, assessments, and recommendations.
• Prepares SMT and Security Cell meetings and relevant documents (agenda, power-point presentation, minutes of meeting) and its dissemination prior to and after as and when required.
• Supervises a 24/7 Security Operations Centre (SOC) and coordinates security operations and emergency response as required.
• Develops situational awareness and security information on known and anticipated risks, issuing security advisories, alerts, and warnings to the UNSMS.
• Assists the Fire Marshal on fire evacuation plan, fire drills and training as required.
• Assists the guard force management and conducts security surveys of installations and facilities; implements security arrangements as and when required.
• Assists in the investigation of any security-related incidents involving UN personnel, eligible dependents, as and when required.
• Inspects security equipment and in accordance with Security Risk Management (SRM) policies ensures compliance with the current security standards and procedures.
• Assists with the issuance of identity and access cards, background checks and entry control, as appropriate.
• Assists in the implementation and updating of the warden system at the duty station.
• Performs other duties as tasked by the SA/CSO and DCSO.

Education

High school diploma or equivalent technical or vocational certificate. The following UNDSS certifications are required: 1. Security Certification Program (SCP) 2. Security Analysis Practice and Process (SAPP).

Work Experience

A minimum of eight years with high school diploma of progressively responsible experience in the military, police or security management is required.

A minimum two years of experience in security operations centers or similar within a military, police or security organization is required.

At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.

Experience in security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, security administration, security logistics in a post-conflict environment, security staffing in post-conflict and multicultural environment are desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of the other is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
