Job Description (Roles and Responsibilities)
 
Main Purpose Of The Job
The Post Security Manger is responsible for the physical security of the British Embassy Seoul’s compound as well as overall staff security. This includes development and implementation of security policy overseeing the Embassy’s guard force and technical equipment and providing security briefings to staff.

1. Physical security of the British Embassy compound and staff
The British Embassy Seoul has robust security policies and systems. The job holder will be expected to maintain and improve these systems to ensure that all staff and visitors remain safe and secure. This will include security outreach with local authorities and police agencies and closely monitoring the wider environment to be able to alert staff of any potential threats in the vicinity of the Embassy. As required, the job holder will lead on establishing immediate additional security measures and providing advice to senior management to safeguard the British Embassy compound.

2. Security policy
The job holder will ensure HMG Post Security Regulations are properly followed in the Embassy. They will update, maintain and socialise the Regulations and develop new rules and procedures when required, working closely with senior management. The job holder will provide a Secretariat function to the Embassy’s Post Security Committee (PSC), which has overall responsibility for local policy on developing and implementing security measures. They will arrange the quarterly PSC meeting, preparing the agenda, feeding in essential information and drafting meeting minutes. The job holder will be expected to provide advice and recommendations for PSC consideration, such as identifying and managing potential threats to staff and buildings, including staff residential accommodation. In fulfilling this role, the job holder will work closely with regional FCDO security teams.

3. Staff management and liaison
The job holder will oversee the British Embassy security guard force, ensuring they are fully trained and updated on the latest procedures, policies and guidance. They will communicate security requirements to Embassy staff, perform Security Risk Assessments alongside senior management staff for large scale events, visits and security projects, and conduct Security and Safety Assessments for staff residences. The job holder will also maintain duty rosters and update staff and the guard force on any changes. They will manage security clearance and incident procedures for staff and contractors, issue reports and maintain clear and up-to-date logs. This will all involve developing and maintaining a close relationship with UK and regionally based security teams, working with Embassy management staff to ensure that HMG security regulations are followed and that any recommendations are implemented in a timely manner.

4. Technical and routine security duties
The job holder will ensure security bollards, x-ray scanners and all other technical security equipment is in good working order, liaising with contractors and FCDO teams to make immediate arrangements for any urgent maintenance. They will ensure the emergency radio, public address and alarm systems are in working order, including regular testing and maintenance work as required. The job holder will also serve as the Embassy’s Fire Safety Manager. This will involve conducting regular checks and tests of the fire, incident, and bomb alarms and arranging mandated evacuation drills. They will maintain the Embassy pool of Fire Wardens and ensure they are fully trained and that fire safety procedures are communicated to all staff. They will also handle unclassified diplomatic bags coming in and out of the country and carry out local arrangements for Queen’s Messengers, including liaising with London, the South Korean MFA, FCDO contracted couriers and arranging airport access and transportation. They will oversee maintenance of a daily log of events, visits and incidents as well as the daily operation of compound parking space for official vehicles, staff and contractors.

5. Wider Team Responsibilities
The job holder will serve as the Fire Safety Manager. Conduct regular checks and tests on fire/incident/bomb alarms and mandated evacuation drills, maintain the pool of Fire Wardens and ensure trainings. They will also be expected to develop and implement a health and safety strategy, arrange appropriate training for staff and act as the first point of contact for health and safety issues. The job holder also will be expected to participate in corporate committees, such as the Post Crisis Committee, and act as Secretariat for the Health and Safety Committee, to which they can bring their valuable knowledge and experience of security and fire safety issues. They will also be involved in ad hoc tasking as directed by the Post Security Officer or Deputy Post Security Officer. The job holder will have the opportunity to join other Embassy committees and activities as per their own personal interests.



RESOURCES MANAGED (staff and expenditure):In the past, the Post Security Manager has been responsible for a budget of around KRW 7 million per year, which the jobholder would oversee. The role also oversees the security guards.
Essential qualifications, skills and experience
At least 3 years of working experience in corporate or security services.
Excellent communication skills (written and oral) in both English and Korean
High proficiency in IT, including standard Microsoft Office programmes
Ability to develop and manage complex multi-programme/tasks.
Strong interpersonal skills to interact with diverse colleagues with respect, understanding, resourcefulness, good judgement and persuasion.
Self-starter with ability to initiate work and see it through to completion, able to seek advice and assistance when necessary.

Language Requirements:
Language: English and Korean
Level of language required: Fluent in spoken and written English and Korean
