PAE is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

Position Summary:
PAE is seeking highly qualified Senior Law Enforcement Advisor (SLEA) with specialized senior management experience in large police academy/training center management, operations, fiscal oversight, resident and non-resident police student care, instructor cadre development and evaluation, facilities management, programs/curricula oversight, and accreditation processes. The existing Patrol Police Academy currently educates and trains 650 recruits in a basic training program with expansion to at least two (2) satellite facilities and a maximum capacity of 2,200 recruits over the next two years.
Successful SLEA serves as part of a larger team of law enforcement technical advisors in assisting the host nation to build and strengthen police service capabilities with strong foundations in rule of law, respect for human rights, and applied global best practices in law enforcement disciplines. The SLEA will work directly with senior host-country Patrol Police Academy command staff in advising and mentoring improvements in programs, administration, facilities and student/instructor cadre infrastructure.

Work with ICITAP HQ and the Inter-agency project donors to develop project plans and budgets for future Ukrainian law enforcement reform initiatives. Oversee the operational and administrative implementation of USG-funded projects in Ukraine.
Work with various US officials from the Departments of State (DoS) and Justice (DOJ), other international donors, and host country ministries.
Build and maintain strong relations with the partner agencies work in US Embassy Kyiv.
Work with the measurement and evaluation (M&E) personnel in ICITAP HQ to develop indicators for outcome and impact measures for new projects while assuring that existing projects meet project objectives and indicators.
Implement and maintain sound business practices to track program expenditures and plan future budgets.
Develop job descriptions, assist in the selection process including hiring commissions, and onboarding programs including job-related training.
Work closely with an INL/PAE Construction Advisor in supporting the host-country officials’ planning for and execution of facility renovations.
Facilitate meetings, coordinate VIP tours, lead working groups, develop reports and specialized papers, conduct briefings, and actively advise officials through planning, phase assessment, and evaluation processes.
Advise various host-country officials on construction best practices in relation to police training facilities.
Develop curriculums for the Patrol Police Academy regarding adult learning theory/problem-based and instructional methodology.
Develop advanced in-service training programs.
REQUIRED SKILLS AND QUALIFICATIONS:

Minimum 20 years of law enforcement experience with federal state, local, and/or tribal police agencies
Minimum 10 years’ experience serving as an instructor in a police academy or training center organization.
Minimum 5 years’ experience serving in a senior police academy (preferred) or law enforcement agency command position with experience in large size (full-time, year-round curriculum for basic recruit and advanced in-service training curriculum) police academy/training center organization with resident and non-resident students.
Minimum of 5 years' experience training or leading training of foreign police officials. Advising and mentoring foreign police officials qualifies as meeting this requirement
Certification from police command courses at FBI National Academy, Northwestern University School of Police Staff and Command, Southern Police Institute at the University of Louisville, or other similar nationally recognized programs.
Must be eligible for a Secret Security clearance.
