Overall purpose of the role:

The Technical Advisor (TA) has the primary function of providing technical advice, training of all national staff assigned to him/her on all HMA activities.

His/her secondary function, in conjunction with the Quality Management and Training Specialist (QMTS), is to develop the capacity and technical knowledge of all national HMA staff within DRC HDP with a view to producing an effective and sustainable partially nationalized HMA operation.

The TA reports directly to the OM with some indirect line management with other DRC HDP expatriate technical staff.
Duties and Responsibilities:
Provide technical oversight of relevant field operations of the project for which the TA is responsible, including training, safety and security, daily operational planning and implementation and the direction of all employed operational personnel under his/her control.
Supervise and if necessary carry out any Land Release operations or EOD in accordance with DRC HDP SOPs.
Assist the OM and QMTS in developing the project’s technical contribution to the national mine action capacity as required by the OM. This includes required training in agreed locations and subsequent DRC HDP approved training courses of national personnel such as but not limited to DRC HDP staff members.
Assist, as required, in the development and maintenance of the DRC HDP technical procedures for project operations.
Assist the OM and QMTS in maintaining reporting mechanisms.
Assist the QMTS in the training of staff.
Establish and maintain relationships as required with all organizations (civil, commercial, military, or humanitarian) involved in HMA operations and related activities in the project area of operations.
Monitor the team's daily activities in the field to ensure that all safety procedures are followed according to DRC HDP SOPs.
In conjunction with the TL and TFM, compile the Implementation Plan (IP) for each task.
Ensure that the IP is approved by the OM prior to submitting to the National Authorities.
Amendments to IPs shall be approved by the OM prior to submitting to the National Authorities.
Follow up the QM visits and ensure that remedial action required is conducted.
Undertake other actions deemed appropriate and necessary by the OM.

Experience and technical competencies:
Significant proven working experience in the area of Land Release operations and EOD is essential.
Experience as a trainer/instructor and supervisor of HMA technical staff in the area of Land Release operations and EOD is essential.
Significant proven work experience in national technical staff capacity building is required.
Knowledge of and practical experience with a range of HMA equipment, such as the Minelab F3, Ebinger UPEX 740M, CEIA CMD, Vallon VMR3 / VMC, Ebinger SC100, for the purposes of Land Release operations is essential
Experience in basic logistical field management of assets/equipment is required.
A strong sense of commitment to quality management is required.
A high degree of computer literacy is required.
Displays excellent cultural and political sensitivity .

Desirables:
Working experience in Ukraine is highly desirable.
Strong administration and organizational skills.

Displays excellent management and communication skills with a strong sense of team spirit and a positive attitude.
Willingness to adopt new technologies and methodologies within the HMA sector.
Ability to build good working relationships with key stakeholders and national authorities.
Ability to understand the cultural and political environment and to work well with the local authorities.
Willingness to live and work in remote and isolated areas under basic living conditions is required.
Medically and physically fit for duty in austere environments.

Education: (include certificates, licenses etc.)
Minimum High School certification.
Minimum of IMAS EOD Level 3 certification, or equivalent from an Internationally recognised technical school (Military or Civilian) is required with proven experience of EOD Level 3.
Certification in HMA practices.
Full driving license (manual).

We offer
Contract:
One year contract, with possibility of an extension, depending on funding and performance.

Salary at Band G non - managerial and conditions in accordance with Danish Refugee Council’s Terms of Employment for Expatriates including DRC allowance; please refer to www.drc.dk under Vacancies.

Duty station: Field locations (as determined by programme). The position is unaccompanied and the candidate must be prepared to live and work in an isolated environment for long periods of time with limited recreational and social facilities. Simple accommodation is provided for the duration of the contract.
