Description:
The Director of Security reports to a Deputy Executive Director. The Director provides strategic leadership and direction to the Security function, including more than 400 employees working in headquarters, regional bureaux and more than eighty country offices, with the overall responsibility for its smooth functioning and delivery of outputs.
The position directly contributes to the strategic direction of the organization by:
Strengthening WFP’s position as a leader in responding to global emergencies in complex environments ensuring that WFP employees and partners can carry out their responsibilities in a manner that mitigates risks and enables operations.
Facilitating the ability of staff to stay and deliver in complex crises and insecure environments.
Utilizing UN security frameworks and networks to manage risks and improve the safety and security of staff and assets with a view to reaching people in need.
Contributing to efforts to expand operations and assistance to communities impacted by conflict and insecurity in collaboration with partners.
Managing risks, including through the utilization of the UN security framework and engagement with related entities.
Providing strategic guidance and analytical advice on security risks and overall security situation to the entire organization, especially to senior leadership and to the regional and country directors.
Serving as a principal advisor to WFP leadership on all security related issues and security risks wherever the organization operates.
KEY ACCOUNTABILITIES (not all-inclusive)
Formulate and implement divisional strategies, policies and plans aligned with the corporate WFP and wider UN strategies, policies and processes to ensure continuous support to field operations to meet the mandate of WFP.
Develop and lead the implementation of an analytical security intelligence cell to monitor overall security situation worldwide with specific interest in the countries WFP operates.
Formulate, manage and implement change processes to maximize performance, enable innovations and achieve cost-effective and efficient delivery of activities; ensure that divisional teams remain engaged and motivated during the change processes.
Demonstrate ownership, promote and deploy WFP corporate initiatives and strategies.
Hold accountability for standards, guidance and processes within the division that enable the implementation of best practice and high performance and at the same time ensuring optimal use of resources.
Hold accountability for transparent and efficient people management and ensure the best use of financial resources for achievement of set objectives.
Provide effective leadership to the division to ensure the continued development and coaching of a cohesive and high performing team.
Take lead to ensure that evaluation, audit and compliance recommendations are efficiently implemented within the division.
Identify and build productive relationships with a broad range of internal and external partners at the global level to promote WFP corporate strategies, transfer of knowledge and expertise, technological advancement and attract support for WFP activities.
Actively participate, lead or co-lead UN forums and clusters to ensure delivery of the broader UN mandate and effective WFP leadership in areas of specialization.
Develop and maintain appropriate contingency plans and activities to ensure readiness and ability to take timely and appropriate actions during an emergency.
Foster and be accountable for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
QUALIFICATIONS AND KEY REQUIREMENTS
Education:
Advanced university degree in security analysis, military academy, international development, social sciences or other relevant area; or first university degree with additional relevant experience and/or advanced training/courses.
Experience:
Typically, fifteen years or more (of which six international) of senior level experience in a relevant field of work, with a background and interest in international humanitarian emergencies. Extensive experience leading multicultural teams and improving performance.
Language:
Fluency (level C) in the English language
Intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP's working languages)

A track record of dealing with and influencing at the highest levels within and beyond the organization.
Ability to assimilate and analyze complex Security issues to develop strategies and policies.
