Job Description

Under the supervision of Project Manager GXB54, L’Officier of Humanitarian and Security Access (HASO with the acronym English) will be the Safety Focal Point (SFP) for its site. In this context, his work aims to: Support program teams in the development and maintenance of humanitarian access to the most vulnerable communities,
Communicate with team members on the local security context, and the risks associated with personal security.
Identify security risks for all personnel, and propose mitigation measures.
The ultimate objective being to allow the access of teams to beneficiaries, and beneficiaries to the programs implemented by the IRC

KEY RESPONSIBILITIES

1. Humanitarian access (30%)

- Establish and maintain working relationships with key players that can influence program access for beneficiaries and beneficiaries to programs. These actors include the main formal or informal community leaders, other humanitarian organizations or local partner organizations, civil society groups and various state and non-state armed actors.

-Work with program teams to strengthen acceptance in local communities where IRC implements projects

-Advise with local and provincial IRC leadership on the strategies to be adopted for the access of teams to risk or remote areas

-Adviser to the program teams on risk reduction measures for project beneficiaries (‘do no harm’)

2. Information and Analysis (25%)

- Identify and report information and events that may have an impact on IRC operations in the province.

- Facilitate discussion groups with all staff or specific groups to identify the risks they face and discuss risk mitigation strategies.

- Send a Daily Security Report (DSR) to all IRC teams in the province.

- Recommander des mesures d’atténuation des risques sécuritaires adaptées au contexte local, et aux besoins de tout le personnel (hommes et femmes), pour permettre la mise en œuvre des programmes de l’IRC.

3. Documentation and Compliance (10%)

- Ensure compliance with IRC safety and security standards

- On the basis of security risk exchange groups, develop and update risk assessment matrices including proposals for risk mitigation measures.

- Make sure that the briefing documents (pre-arrival and arrival) are up to date and are used.

4. Briefings (10%)

- Provide an arrival briefing for any new staff member or visitor to the province.

- Organize a short briefing before the teams leave in the field.

- Ensure that gender and diversity components are included in all briefing documents.

5. Building security (10%)

- Conduct a regular assessment of buildings to identify any vulnerability and recommend corrections.

- Monitor and replace security equipment in IRC buildings (fire extinguishers, smoke detectors, etc.).

- Ensure the renewal of emergency stocks in IRC offices and brothels

- Ensure that each IRC office and Guest house has evacuation and hibernation plans that take into account the diversity of IRC profiles and the specific risks for these profiles.

6.Incident management (10%)

- Ensure the management of incidents related to the safety and security of IRC operations

- Receive incident reports in a sensitive and respectful manner, and provide appropriate support to those involved

- Ensure the reporting of these incidents according to standard IRC procedures, ensuring the confidentiality of these reports.

- Provide an analysis of these incidents and recommendations to limit their impact and avoid repetition

7. Other tasks (5%)

The Humanitarian and Security Access Officer may work on any other task requested by his supervisor, in particular in support of program or support service teamsUpdate
Qualifications
University degree or equivalent professional experience;
At least 2 years of professional experience in roles related to humanitarian programs or operations in high-risk environments. A role in risk management, community awareness or program continuity would be a plus;
Excellent mastery and aptitude with Excel, Word, and Outlook, with great efficiency;
Good organizational capacity, including to manage and prioritize several tasks at the same time;
Strong self-employment and teamwork skills; demonstrated communication skills and interpersonal collaboration
Honest, rigorous, conscientious, demonstrating strong capacities to respect and enforce deadlines and procedures;
Being able to manage stressful and unpredictable situations, as well as to find creative solutions
Good ability to synthesize and write;
Bilingual in French and Swahili; knowledge of English would be an asset.
