We are tactical, intelligence and investigation expertise to assist the Montenegro Police
Directorate develop overt intelligence capabilities to protect the public, identify vulnerability and reduce crime, in particular serious and organized crime. The role will work alongside His Majesty’s Revenue and Customs (HMRC), who are the lead UK law enforcement agency in the country, delivering an integrated intelligence and investigation capability programme with the Montenegro Police Directorate.
Previous experience of working in a UK law enforcement agency is essential. The role will require extensive travel to Montenegro and is anticipated to begin no later than 1 December 2022.
The successful candidate will be required to work a minimum 15 days per month, with at least 10 working days in Montenegro. The role will initially be funded until 31 March 2023 when a review will be undertaken for continued engagement through March 2024. The daily rate will be $250, in addition to provision of accommodation and a daily allowance whilst in Montenegro.

Responsibilities:
Assist the Montenegro Police Directorate develop overt intelligence capabilities to protect the public, identify vulnerability, reduce crime, in particular serious and organized crime
Identify opportunities to improve intelligence development opportunities and the management of intelligence across the Police Directorate and assist in the implementation of a new intelligence management model
Engage with key stakeholders across the Police Directorate and Ministry of Interior to develop closer working relationships to develop a better understanding of vulnerability, crime and disorder within Montenegro and the value of intelligence to reduce harm within local communities
Support the upskilling and awareness of Police Directorate managers and operational officers on the value of intelligence led policing, and how working with local communities and partner agencies can improve public confidence, increase the willingness to report crime, increase intelligence opportunities and reduce crime
Assist the Police Directorate and Ministry of Interior to develop Standard Operating Procedures and business rules to embed intelligence led policing within the Montenegro Police Directorate
Provide tactical advice within investigative capabilities on the value of intelligence to generate investigative opportunities, and the management of intelligence obtained during investigations
Deliver training products, upskilling and awareness session across the Police Directorate at strategic, management and tactical levels
Provide advice and support on investigation standards including the reporting and recording of crime, how crime is managed and recorded to the evidential standard required by the state prosecutor
Provide advice and support on the recording and management of information relating to the arrests of suspects and safeguarding referrals of vulnerable people and victims
Provide mentoring support to managers within intelligence and investigation capabilities

Qualifications:

Required
Minimum PIP 2 qualified (or equivalent) investigator with extensive experience of investigating, supervising and management of investigations from community based, crimes against vulnerable people and children, to serious and organized, and major crime
Management/supervisory experience within a policing environment
Previous experience of producing policy, best practice and guidance documents within a policing/law enforcement environment
Experience of working within intelligence-based capabilities, both at tactical and management level
Experience of working across national and international law enforcement partners and able to demonstrate the benefits of developing strong relationships with key stakeholders
Ability to influence key stakeholders to agree and deliver shared visions and outcomes
Experience of working within and/or managing covert/sensitive investigations and intelligence capabilities
Has worked within a local policing context and can demonstrate how public confidence and community intelligence is an enabler to intelligence led policing, can reduce crime and keep the public safe
Experience and knowledge of both strategic and tactical delivery of investigations and intelligence development and working practices.
Demonstrated problem-solving approach to resolve key issues and deliver business change support across the Police Directorate
Excellent communication and written skills
Demonstrated leadership, versatility, and integrity
