Org. Setting and Reporting
UNTSO was the first peacekeeping operation established by the Security Council, in its resolution 50 (1949), and continues to represent the commitment of the Council to assist in the implementation of the 1949 Armistice Agreements and their attendant ceasefires. In its resolution 73 (1949), the Council requested the Secretary-General to arrange for the continued service of such UNTSO personnel as might be required in observing and maintaining the ceasefire, as requested by the Council in its resolution 54 (1948), and as might be necessary in assisting the parties to the Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. Its mandate derives from Security Council resolutions and decisions, including foundational resolutions 50 (1948), 54 (1948), and 73 (1949). UNTSO ’s activities are spread over Egypt, Israel, Jordan, Lebanon and the Syrian Arab Republic to maintain the regional liaison architecture established under the Armistice Agreements.

This position is located in the United Nations Truce Supervision Organization (UNTSO), duty station Jerusalem. Under the overall supervision of the Chief Security Officer, the Security Officer, FS-4, reports to the supervisor of the Security Information and Operations Center, on all assigned tasks.

Responsibilities

Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties:
• Assists the SIOC Supervisor / CSO / DCSO in the supervision and routine activities of the SIOC, including support to the Guard Force when required. These posts involve morning, afternoon and night duties.
• Drafts and updates security contingency plans for UNTSO.
• Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues;
• Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan;
• Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises;
• Assists in the evaluation accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System;
• Contributes to security risk assessments for the area of operations;
• Monitors, conducts or coordinates security operations;
• Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
• Assists senior Officers in briefing to the SIOC Supervisor /CSO/DCSO on the status, activity and requirements of UNTSO;
• Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
• Contributes to the identification of data collection gaps, existing capability (SAGE) and make recommendations for amendment where necessary;
• Assists in planning of protective services for Senior UN Officials, as necessary;
• Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
• Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
• Assists in the issuance of identity cards, background checks and entry controls, as appropriate;
• Monitors Security data collation techniques in SAGE database to ensure efficacy
• Acts as Duty Officer within the Security Section, if needed;
• Performs other duties as required.Competencies

Education
• High school diploma or equivalent technical or vocational certificate.

Job - Specific Qualification
UNDSS Certification in Security Certification Program and Security Analysis Practice and Process is desirable.Work Experience
A minimum of six (6) years of progressively experience in the military, police or security management is required.
A minimum two (2) years of experience in security operations center or similar within a military, police or security organization is required
At least one year experience and exposure at the international level and in a conflict or post conflict environment is required
Prior experience of working in a field security office in a hardship duty station is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of a second UN official language may be an advantage.
