Risk and Compliance Manager-Iraq (Nationals Only)

Role Summary:
The Risk and Compliance Manager is responsible for setting up and managing the Risk and Compliance Management Unit. The position holder will ensure compliance and adherence of all departments on NRC policy and procedures and donor regulations; lead on NRC’s risk management process to enable the country office management to perform risk management activities and make informed decisions; Oversee and coordinate internal and external audit in addition to managing investigations, Anti-corruption framework and related activities at country office level.

Generic Responsibilities:
Line manage and build the and capacity of Risk and Compliance management team
Provide guidance on compliance with NRC (global and country) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement properly
Support the development of SoPs and policies for departments in line with NRC directions, donor requirements and the Country Office’s needs
Ensure all departments’ adherence to NRC policies, handbooks, guidelines and donor requirements
Facilitate the Tri-Annual Reporting process for Support functions. Coordinate with departments on their comments and follow-on actions/Feedback
Prepare and submit reports and analysis to the Country Management Group (CMG) on a regular basis, focusing on high-risk areas
Ensure proper management and use of NRC filling systems for related documents in line with NRC’s Data Protection Policy
Oversee and be responsible of mainstreaming protection guidelines in the NRC’s related activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved

Specific Responsibilities:

Compliance and Quality Assurance:

Roll out and implement NRC’s Risk and Compliance Management Policy. Clarify roles/responsibilities and segregation of duties among different department managers
Ensure proper implementation of NRC’s Security Supporting Documentation (SSD) requirements including capacity building, SoP development and compliance across all departments
Lead the training, support, and compliance monitoring of the implementation of the Data Protection Policy and procedures in Country and Area Office
Work closely with all departments to establish their compliance checklists and implement regular checks to highlight on gaps and development areas
Lead on the Organisational Assessment Tools (OAT) and Due Diligence process for NRC partners
Coordinate the partnership and grant contract revision from support and compliance side
Lead on the implementation of monthly spot-checks on Compliance requirements, field visits, and in-depth reviews
Provide feedback on developed procedures and policies (for Programme and Support functions) to ensure they are in line with NRC procedures and minimum standards
Monitor compliance in the implementation of NRC’s policies, procedures, and policies through regular spot checks, field visits, and in-depth reviews
Develop and put in place a standard filing and referencing system for all country office policies and procedures
Delegation of cross cutting tasks and acting roles upon need.

Auditing:

Act as focal point for all Audits on NRC Iraq grants and programmes. Including internal, external and donor specific audit
Ensure proper systems are in place for Audit processes in Iraq, including donor audit requirement per grant, agreements and engagement letters
Coordinate audit requests with relevant departments and provide guidance for preparation of documents and feedback
Guide departments in preparation of action plans to implement recommendations as per Audit reports or management letters. Follow up on progress and report to CMG as needed

Risk Management:

Lead on the process of risk management for the Country Office and develop all needed procedures and policies. Support departments in risk identification process
Lead on development of Risk Register and Mitigation strategy for Country office on yearly basis. Ensure Tri-annual monitoring and adjustments as needed
Build the capacity of the team and relevant staff on all developed procedures and risk management processes
Work closely with the Head of Support to update the Provision Tracker on Quarterly basis and identify evidence to support the inclusion (or removal) of provisions allocated
Contribute to the development of adequate compliance and quality control mechanisms of NRC operations particularly regarding sanctions and counter-terrorism legislation

Anti-Corruption and Investigations:

Ensure Regular trainings and refreshers on Anti-corruption are delivered to all staff and partners
Lead on the Corruption Risk Mapping for the Country Office on Yearly basis. Ensure proper follow up on mitigation measures across all departments
Ensure investigation routines and all related policies and minimum standards are developed, rolled out, and constantly assessed and reviewed. Ensure Reporting channels are well established
Build the capacity of the team and relevant staff in conducting effective investigations/Fact findings following NRC minimum standards and set procedures
Ensure proper management of all investigations and provide support to Investigations teams in carrying out such activities. Report to Country Management and Regional/Global office on regular basis
Support in Awareness Raising related to Prevention of Sexual Exploitation and Abuse policies in NRC Iraq Ensure follow up on the completion of the recommendations arising from investigations

Bachelor' degree in relevant university field (economics, public administration and similar)
Preferably Internal Audit or Quality Assurance qualification
Candidates with a strong programmes background in a humanitarian context are also encouraged to apply
Minimum 5 years of experience from working in a senior role within auditing/compliance role preferably in a humanitarian/recovery context
Proficiency in English and Arabic both written and spoken
Working experience with international donor guidelines
Strong planning, organisational and interpersonal skills
Excellent analytical, presentation and reporting skills
Ability to work independently on own initiative
