Base Salary: 2450 to 2800EUR/Month
Responsibilities:
Under the direct responsibility of the Country Director, you will be responsible for ensuring the safety and security of ACF operations in Afghanistan; while leading on the provision of safe and secure access, allowing ACF to be at the cutting edge of the operational implementation. Your main responsibilities include the following: - Lead the improvement of the Access & Security Dept. organizational structure, the Mission's risks assessments, the Bases security level' indicators and SOPs, through an evidence-based and collaborative approach, and by building on both quantitative and qualitativive analysis. - Develop the Mission security management system's adaptability to the political and security contextual dynamics, while enhancing the individual/organizational "security culture". - Actively support the Field Coordinators in the assessment of ACF acceptance in the Mission's area of interventions, and lead onto the design of the Mission visibility strategy. - Lead onto the definition of the National Humanitarian Access strategy through an evidence-based and collaborative approach, while actively supporting the Field Coordinator in the design of the Local Humanitarian Access strategies. - Efficiently manage the Security team members, by reviewing role & responsibilities, focusing on their career development and building their competences particuarly their critical, analytical and writing skills. - Ensure a smooth, timely and effective communication between the AFG Access & Security team, HQ and the Mission staff. - You will also play a key role reinforcing the capacity of ACF security staff, and will have the opportunity to train Deputy Humanitarian Access and Security Head of Department

Requested Profile:
You have an education/experience in either Safety and Security Management or field coordination within INGOs You are a critical thinker, and adopt an evidence-based approach to humanitarian access, security and safety management You have expertise in modern access and security practices and global issues affecting the aid sector and have comprehensive knowledge of the Afghan political and security context You have the ability to work within a multi-cultural and multi-ethnic team, with heavy movement restrictions You have previous INGO work experiences in access and security management in violent environments You have extensive knowledge of individual and organisational security issues, expertise in threat/risk assessment, security management and security awareness in violent environments You have the ability to adapt to the beneficiary' needs while balancing community and security actors' demands You have experience in crisis/incident management, and incident reporting, mapping, and quantitative analysis You have proven facilitation/pedagogical skills to conduct effectively and efficiently training and briefings You are self-motivated and autonomous individual in a highly stressful environment You have proven analytical and writing skills; from complex multi-layered political and security topics, ability to come out concisely with simple theories underpinned by evidence-based arguments You have knowledge of excellent Microsoft Office and outlook You are committed to the humanitarian principles, ACF mandate and charter. In particular, a good understanding of ACF's action and ensuring continuity to underpin all aspects of the job. You speak fluently English (written and verbal) and knowledge of national language Pashto & Dari is an asset.

Specific Conditions /Salary
- 12 MONTHS fixed term contract under French legislation
- Monthly gross salary from 2450 to 2800EUR upon experience
- Monthly per diem and living allowance: 456EUR net, field paid
- Monthly country allowance: 450EUR
- Child allowance: 1500EUR per year per child present in the country of origin (maximum 6000EUR/year)
- 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
- Transportation and accommodation: Coverage of transportation costs and guest house
- Medical coverage: 100% coverage of health contributions (social security + health insurance) and repatriation insurance.
