Field Security Officer , South Sudan

Overview of position:
CTG is looking to hire an experienced Field Security Officer for our operations in South Sudan.

Specific responsibilities will include but not be limited to:
Security management.
Operational management.
Personnel management.
HR management.

Security management:

Undertake analysis of the security situation in South Sudan.
Develop & maintain relationships with the client security managers, UNDSS & other security organizations in South Sudan.
Induction training, providing security awareness briefs to all staff.
Vetting & status check on all consultants as required.
Review & movement requests & tack staff movements.
Maintain & improve a security information network to receive & then send out security advisories.
Provide security advice to projects, staff & consultants.
Provide timely threat reporting incident reporting to staff, by sms & email.
Keep updated contact list/database of staff, consultants & security focal points.
Improve & develop an emergency call-out procedure for each project so CTG can track & react to incidents.
Conduct fieldwork across different provinces of South Sudan for risk assessments & training of staff & consultant located in different parts of South Sudan.
Incident management, fill out incident reports, be on call to deal with emergencies & undertake investigations as directed.
Manage visa & work permit applications for international consultants.
Prepare all necessary documents to apply for a work permit & visa by coordinating with Account Managers.
Handle all problems which are related to visa & work permit issues.

Operational management:

Ensure the establishment of CTG in operation centre (with administrative management).
Provide assistance with ensuring compliance with local labor law.
Ensure an understanding of CTG’s Duty of Care (DOC), evacuation & medevac plans.
Management of the safety of our consultants in the field from mobilization to demobilization with the support of the Account Director & Regional Field & Operations Manager where required.
Management of 3rd party security, accommodation & other local service providers & fixers.
Understand the contracted terms of all accommodation, security, logistics support, etc. with the assistance of the HR Director & Regional Field & Operations Manager where required.
Management of crisis in accordance with the CTG crisis management SOP.

Personnel management:

Mobilization, responsible for deliverables against the provided mobilization plan for new contracts.
Recruitment, support the recruitment department for new deployments.
Induction training, ensure all consultants are issues with country specific operational guidelines & receive a full CTG induction prior to commencing work for the client.
Duty of Care (DOC), responsible for consultant DOC & knowledge sharing on security threats & incidents.
Act as a focal point between insurers & consultants / emergency liaison persons in instances of medevac & or major incident. Supporting documentation collection for such incidents.

HR management:

Accountable for managing assigned clients.
Responsible for ensuring deployment plans, administrative documents, system & personnel management SOPs are in place & complied.
Handle all disciplinary issues related to the personnel.
Other tasks as directed by the CTG South Sudan Country Manager, their deputy or delegate.

Project reporting:

This role reports to the Country Manager & is required to produce weekly reports to the Account Director & Regional Field & Operations Manager.

Key competencies:

University Degree in the field of International Relations, Humanitarian Action, Business Administration, HR, or related field.
A relevant HR qualification & / or experience may be waived in lieu of a degree.
Minimum of 2 years of demonstrable relevant human resources/security experience.
Minimum of 2 years of experience in Africa / South Sudan (an advantage).
Excellent communication skills.
Team player.
Incident & response handling (problem solver).
Integrity.
Fluency in English.
Arabic is an asset.
Experience in HR processes & applications, exposure & expertise in HR systems data analysis & analytical skills required.
Must be well versed in all MS Office applications & experienced in producing reports for management.
Self-starter with good initiative & multi-tasking skills who pays attention to the details demonstrated ability to troubleshoot & resolve problems, and excellent spoken & written communication.

Team management: 
The selected candidate is expected to manage CTG consultants working on different UN as well as INGO projects in South Sudan.
