Summary:

PAE is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  htps://www.justice.gov/criminal-icitap.   ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  PAE is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development Assistance and Training (OPDAT) programs. 

Position Summary:

PAE is currently seeking a qualified candidate to serve as a short-term TDY (Temporary Duty) Tactical Mentor in Mogadishu, Somalia. This position will be responsible for mentoring, advising and assisting the Somalia Police Force (SPF) Surveillance Support (SST), and Joint Investigation (JIT) Security teams.


JOB DUTIES AND RESPONSIBILITIES:

The mentor will be responsible for the mentorship and advisement of the SST and JIT Security team leaders.
Collaborate with the other tactical mentor(s) and routinely meet with the CTID (Counterterrorism Intelligence Division) security officers to provide expert guidance and mentorship furthering security operations for counterterrorism-based operations and investigations.
Support the collaborative resolution of issues with Somali partners to enable the SST and JIT Security to execute mission objectives.
Support the development and execution of strategic plans and performance monitoring plans for JIT officers.
Monitor project indicators and compile data to demonstrate project progress.
Draft, edit, and review written reports including but not limited to, weekly reports, significant activity reports, and semi-monthly reports.



REQUIRED SKILLS AND QUALIFICATIONS:
Education:
Graduate of a certified federal, state or municipal police academy.
Bachelor’s Degree from an accredited university or equivalent professional qualifications and experience.
Graduate or Certification in a recognized Instructor Development Course with experience in classroom and practical exercise instruction preferred.

Minimum Experience:
Fifteen years of experience assigned to an accredited federal, state or municipal law enforcement agency as a sworn law enforcement officer or agent.
Ten years demonstrated experience in Special Weapons and Tactics (SWAT) or similar armed response duties


Additional Skills:
Overseas experience working in remote and austere environments.
Demonstrated proficiency in various handguns and shoulder weapons.
Demonstrated firearms proficiency, i.e., LEOSA or agency handgun qualification course record.
Experience working independently and without direction.
Proficient in Microsoft 365 or equivalent.



DESIRED QUALIFICATIONS:
Qualified in designing and delivering both the practical and theoretical segments of course curriculums.
Experienced in mentoring and training in hostile environments and able to adapt to specific country/organization needs.
Experience in Close in Protection (CIP) and security details.
Demonstrated experience in arrest operation and planning, to hostage negotiations and barricade situations.
Familiarity with the conduct of operations working in and around an embassy or consulate.
A qualified police firearms instructor, expert in all aspects of proactive and reactive incident procedure in relation to crime scene cordons, scene logs and crime scene security.
Experience of responding to numerous terrorist incidents in hostile environments.
Served as a member of an internationally recognized police force.
Demonstrated experience providing case-based mentoring on both proactive and reactive investigative cases to developing police forces.
