Background Information
Ukraine Project
The authorities of Ukraine have requested immediate assistance by the International Commission on Missing Persons (ICMP) to account for missing and disappeared persons. ICMP will assist in finding missing persons, regardless of nationality, religion, role of the missing person in armed conflict, and will seek the cooperation of governments in such efforts as part of securing the rights of families of the missing and contributing to reinstating peace and stability.
ICMP will support Ukraine in accounting for missing and disappeared persons, including through initiating a large-scale data collection program to investigate disappearances and the whereabouts of missing persons through measures including the following:Implementing an outreach campaign in Ukraine with direct participation by those most affected by crimes currently being committed to obtain on a large-scale report of missing persons from families, including information about the missing person, the circumstances and location of their disappearance, photographs and other supporting data;
Advancing the reporting of locations where missing persons may be found, including mass graves, other illicit burial sites and surface locations, and places of detention, using ICMP’s Site Locator application for mobile phones;
Deploying ICMP’s MyFace application, which makes it possible to submit reports of missing persons seen alive and add information relevant to photographs displayed on ICMP’s website; and
Working with Ukrainian authorities on the ground to collect data for direct import into the ICMP data processing system, including documentary and other evidence of human rights violations, war crimes, crimes against humanity and genocide.

Position Background

The Security Officer is responsible for providing security support to the Ukraine Project. The incumbent will be responsible for the effective and efficient management of ICMP resources allocated to meet program objectives and for ensuring that adequate safety and security measures are in place to protect program staff, assets and equipment.

Under the supervision of the Program Manager, Ukraine Project, the Security Officer's main duties and responsibilities will include the following:Advise the Program Manager and HQ management team on security related matters that affect the program activities, its assets, people and information
Draft periodic security reports for the Program Manager and ICMP headquarters senior management team
Develop and maintain an effective security information management system aimed at identifying potential threats and risks to the programmatic activities
Develop, maintain and implement the program’s security risk management plan, including provisions for evacuation
Draft program specific security policies and procedures
Plan and coordinate ICMP staff movements within the area of operations, notably to higher risk areas
Act as the interface between the program and private security provider(s) (if required)
Develop and implement a security induction training course for new staff members and review/update security training requirements for all program staff
Conduct periodic physical security assessments of offices and accommodation and recommend cost effective enhancements aimed at safeguarding personnel, assets and information
Performing other related duties as required.

Requirements
Education or professional qualification in logistics, supply chain management, security, risk management or related field desirable
At least six years of professional experience in security management, ideally including experience working in, or with, international organizations
Knowledge of security risk management principles and concepts
Established ability to identify and analyze problems and to take corrective action
Possession of a valid driving license
Ability to communicate effectively with staff at all levels of the organization
Ability to build effective relationships with suppliers, representatives of partner organizations and staff
Ability to multitask heavy workloads and multiple projects in a challenging environment
Ability to lead effectively and transparently in a diverse team environment.

Mandatory Requirements
Professional fluency in written and spoken English, Russian and Ukrainian
Advanced proficiency in Microsoft applications, including Word, Teams, Excel and Power Point
Proven ability to interact positively with colleagues regardless of culture, nationality or gender
Ability to travel at short notice and to work flexible hours including weekends and evenings
Physical and mental resilience, with the ability to operate effectively in hostile environments.
Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
