Org. Setting and Reporting
This position is located in the United Nations Mission for Stabilization in the Democratic Republic of Congo (MONUSCO) duty station Goma. Under the overall supervision of the Principal Security Advisor (PSA), the Security Officer, FS-4, reports to the Security Coordination Officer, or the Unit Supervisor on all security operations.

Responsibilities

Within limits of delegated authority, the Security Officer, FS-4, may be responsible for the following duties:

• Assists the PSA/DPSA/SA/Security Coordination Officers in the supervision of a Security Unit, as assigned;
• Drafts and updates security contingency plans for a security unit;
• Monitors prevailing local security conditions and trends and advises UN personnel, project personnel and eligible dependents on security issues;
• Serves as a member of the Security Cell, contributing to implementation and evaluation of the security plan;
• Monitors air, land and sea emergency evacuation capability; conducts evacuation exercises;
• Assists in the evaluation accessible areas, maintain tracking systems and assist in the coordination of a 24-hour Emergency Response System;
• Contributes to security risk assessments for the area of operations;• Monitors, conducts or coordinates security operations;
• Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
• Assists senior Officers in briefing to the PSA/DPSA/SA/Security Coordination Officer on the status, activity and requirements of the unit;
• Maintains fire evacuation plan and conducts fire drills and training as necessary;
• Conducts routine physical security inspections of facilities;
•; Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
• Provides advice and training to UN personnel and eligible dependents on security matters, as assigned;
• Contributes to the identification of gaps in existing capability and make recommendation for amendment where necessary;
• Prepares Statements of Requirement and provides technical specifications for the procurement of section security equipment;
• Monitors Security equipment and ensures minimum equipment requirements are purchased, maintained and deployed in accordance with relevant policy;
• Acts as Duty Officer within the Security Section, if needed
• Assist the Security Training Unit in delivery of training within the security section and to non-security personnel.
• Assists and participates as a facilitator for security training conducted for Agencies, Funds, Programmes and Organizations of the United Nations Security Management System (UNSMS).
• Identifies training gaps within the security section and advises on areas for change or modification as required.
• Performs other duties as required.

Education

• High school diploma or equivalent is required.

Job - Specific Qualification

Certification as a trainer in Safe and Secure Approach in Field Environments (SSAFE), Hostile Environment Awareness Training (HEAT) or in any Personal Safety Awareness Training is desirable.

Certification in any of the following is desirable: Security Certification Program, Security Analysis Practice, and Process, Hostage Incident Management, Close Protection Officers Course, Security Investigation, Emergency Trauma Bag certification.

A learning and development trainer or safety and security trainer certification training is desirable.

Work Experience

A minimum of six years with high school diploma of progressively experience in the military, police or security management is required.

Experience in security operations centers or similar within a military, police, or security organization is required.

Experience in security training, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication systems, crisis management, hostage incident management, security administration, or security logistics is desirable.

Experience in the United Nations Common System (UN peacekeeping political missions, or UN agencies, Funds, and Programmes) or a comparable international organization or non-governmental organization in a conflict or post-conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required.
